Scope of Work

The contractor will provide comprehensive services for the collection, recording, transportation, and disposal of:

  • Medical Waste (materials contaminated by blood, bodily fluids, or other potentially infectious materials - OPIM)
  • Sharps (needles, syringes, broken glass, scalpels, blades)
  • Bio Medical Waste (waste contaminated with infectious agents or materials deemed a threat to public health or the environment)

Services must comply with EPA Standards and California Department of Public Health (CDPH) regulations. The contractor is responsible for providing all labeled containers, manifesting, and final disposal certification. USP Atwater will provide and maintain its own sharps containers.

Excluded Waste: Pharmaceutical waste (Schedules 1-5) and Hazardous Chemical Waste (e.g., toxic, corrosive, flammable, reactive chemicals like chemotherapy waste, disinfectants, solvents, formaldehyde) are not included in this contract. Pharmaceutical waste must be handled per DEA Reverse Distribution protocols.

Contract Details

  • Contract Type: Firm-Fixed-Price Indefinite Delivery Requirements Contract.
  • Period of Performance: One (1) base year and four (4) twelve-month option years.
  • Set-Aside: 100% Total Small Business Set-Aside (NAICS 562112, Size Standard $47 million).
  • Place of Performance: United States Penitentiary (USP) Atwater, 1 Federal Way, Atwater, CA 95301.
  • Schedule: Monthly pickups, Monday through Friday, 0730–1400 (excluding Federal Holidays).
  • Estimated Quantity: Approximately 20 containers per month are estimated for disposal. Pricing should include a flat monthly rate for approximately 2 (40-55 gallon) containers, with separate pricing for additional containers.
