Contract Details & Value
DLA intends to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) cost-sharing contracts. While cost-sharing is highly encouraged, DLA will consider cost, cost-plus-fixed-fee, or fixed-price contracts, or Other Transactions. Submittals not based on these contract types will be rejected. The BAA has an estimated ceiling of $90 million and is open for five years, with IDIQ contracts typically having a three-year base and a two-year option period. This is an Unrestricted opportunity, with strong encouragement for small business participation.
Submission & Evaluation
The submission process is multi-phased:
- White Papers: Interested parties must submit an initial "White Paper" (up to 6 pages, using mandatory Attachment C template) via email to RANDD.DCSO@dla.mil. White Papers are accepted on a rolling basis until June 30, 2026.
- Technical Proposals: Will be requested by DLA if a White Paper is of sufficient interest.
- Cost Proposals: Will be requested by DLA after technical proposal review. Technical proposals will be evaluated based on Scientific and Technical Merit (Feasibility), Viability, Desirability, and Past Performance, Capabilities, and Related Experience. Cost realism will also be a factor.
