Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary

The Defense Logistics Agency (DLA) has issued Broad Agency Announcement (BAA) 0001-21 for Metal Casting Research and Development. This BAA seeks innovative proposals to advance the state-of-the-art in emergent metal casting requirements. White Papers can be submitted anytime until June 30, 2026.

Purpose & Scope

DLA is seeking scientific study and experimentation to advance knowledge and capabilities in metal casting. Key Areas of Interest include:

  • Improved Alloy Development: For enhanced quality, service life, sustainability, and reduced cost/production time.
  • Innovative Simulation and Performance Modeling: To predict end-item properties and reduce lead-time.
  • Design and Process Optimization: Including non-traditional production methods like additive manufacturing.
  • Nondestructive Evaluation or Testing: Improving methodologies and standards for steel castings.
  • Testing and Qualification Standards: Developing standards for materials and test methods.
  • Molds, Dies and Patterns: Advanced methodologies for creation.
  • Respondent Area of Research Interest: Other casting processes or materials, including defect elimination. Non-innovative concepts or marginal improvements are not appropriate for this BAA.

Contract Details & Value

DLA intends to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) cost-sharing contracts. While cost-sharing is highly encouraged, DLA will consider cost, cost-plus-fixed-fee, or fixed-price contracts, or Other Transactions. Submittals not based on these contract types will be rejected. The BAA has an estimated ceiling of $90 million and is open for five years, with IDIQ contracts typically having a three-year base and a two-year option period. This is an Unrestricted opportunity, with strong encouragement for small business participation.

Submission & Evaluation

The submission process is multi-phased:

  1. White Papers: Interested parties must submit an initial "White Paper" (up to 6 pages, using mandatory Attachment C template) via email to RANDD.DCSO@dla.mil. White Papers are accepted on a rolling basis until June 30, 2026.
  2. Technical Proposals: Will be requested by DLA if a White Paper is of sufficient interest.
  3. Cost Proposals: Will be requested by DLA after technical proposal review. Technical proposals will be evaluated based on Scientific and Technical Merit (Feasibility), Viability, Desirability, and Past Performance, Capabilities, and Related Experience. Cost realism will also be a factor.

Key Dates & Contacts

Additional Notes

This BAA incorporates Cost Accounting Standards (CAS) clauses (FAR 52.230-2, -3, -4, -5, -6), requiring bidders to comply with CAS rules for cost estimation, accumulation, and reporting. Respondents must meet minimum standards for financial resources, accounting systems, and performance.
