This solicitation (W519TC-26-R-A015) is for the supply of Type I and Type II hardware for the Metal Working and Machining Shop Set (MWMSS) program, supporting the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The acquisition is being conducted under FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13.5 (Simplified Acquisition Procedures).

• The contract will be a Firm Fixed Price, 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

• The scope includes Vendor Managed Inventory (VMI) for Type I and Type II hardware.

• Each CLIN (0001 for Type I, 0002 for Type II) has a minimum guaranteed quantity of 1 unit and a maximum of 150 units.

• One unit is defined as a complete set of hardware parts as detailed in Attachment 0002 (Price Matrix).

• Delivery for the first order (0001) is 60 days After Contract Award. Subsequent delivery orders will have a delivery schedule starting 30 days after the order date, at a rate of up to 10 units per month.

• Delivery location is Rock Island, IL.

• Offerors must provide all hardware, bins, shelving, and labor to set up, stock, and maintain the VMI.

• Contract Type: Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ)

• Period of Performance: 5 years, with five ordering periods.

• Estimated Value: Not explicitly stated, but award will be based on the lowest total evaluated price.

Statement of Work (SOW)

To provide and maintain hardware using a Vendor Managed Inventory (VMI) system for the Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC).

• Purchase and maintain a minimum/maximum supply of hardware items specified in Attachment 0002.

• Provide and maintain contractor-owned bins and shelving for the hardware.

• Resupply designated items through scheduled inventory reviews, removal of damaged goods, and restocking to predetermined levels.

• Offer a comprehensive support system for RIA-JMTC operations 24/7, with specific requirements for emergency response and inventory refills.

• Five (5) years from contract award.

• Includes a 60-day phase-in period.

• This is a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

• Maintain stock at minimum and maximum levels as defined in Attachment 0002.

• Guaranteed response within 2 hours for emergency calls.

• Guaranteed physical on-site presence within 1 business day for emergency/expedited service requests.

• Guaranteed inventory refills/replacements within 1 business day of an emergency/expedited service request.

• Provide a monthly consumption report in Microsoft Excel format.

• Random inspections of items in cabinets and on racks for accountability and quality.

• Safety: Comply with all federal, state, and local safety/environmental regulations, including OSHA, EPA, IEPA, and Army regulations. Obtain hot work/open flame permits. Wear steel-toed safety shoes, long pants, hearing protection, and safety glasses.

• Security: Comply with Department of Defense safeguards and plant protection measures. Maintain adequate plant protection devices. Be escorted by RIA-JMTC personnel when conducting business within the fence line.

• Personnel: Contractor employees must comply with RIA-JMTC security procedures.

• Invoicing: Submit invoices through the Wide Area Workflow (WAWF) system.

• Ownership: RIA-JMTC assumes ownership of items when placed in designated bins and shelving.

• Reporting: Provide monthly consumption reports and bi-weekly consumption reports for WAWF.

• Transition: Assume zero government stock at the start; achieve required minimum levels by day 61. Provide an on-site manager for the first three weeks after day 61.
