Scope of Work
This opportunity requires the contractor to provide and maintain Type I and Type II hardware through a VMI system. Key responsibilities include purchasing and maintaining specified hardware, providing and maintaining contractor-owned bins and shelving, and resupplying items based on scheduled inventory reviews. The contractor must offer 24/7 support, with guaranteed emergency response within 2 hours and on-site presence/refills within 1 business day for expedited requests. The current vendor operates off-site, and no on-site inventory parts room will be provided for the contractor.
Contract Details
- Contract Type: Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ)
- Period of Performance: 5 years from contract award, including a 60-day phase-in period.
- CLINs: 0001 (Type I hardware) and 0002 (Type II hardware), each with a minimum of 1 unit and a maximum of 150 units. A unit is a complete set of hardware parts as detailed in Attachment 0002 (Price Matrix).
- Delivery: First order within 60 days After Contract Award (ACA). Subsequent orders within 30 days, up to 10 units per month.
- Invoicing: Through Wide Area Workflow (WAWF).
- Ownership: RIA-JMTC assumes ownership of items once placed in designated bins.
Submission & Evaluation
- Proposals Due: March 23, 2026, 10:00 AM.

- Evaluation Criteria: Technical Experience, Technical Approach, Program Management (all Acceptable/Unacceptable), and Price. Award will be made to the responsible offeror whose proposal is most advantageous to the Government, based on the lowest total evaluated price. The Government intends to award without discussions.
- CMMC Requirement: Level 1 certification is required.
Special Requirements
Offerors must comply with all federal, state, and local safety/environmental regulations, including OSHA and EPA. Contractor personnel must adhere to RIA-JMTC security procedures and be escorted within the fence line. A monthly consumption report in Excel is required. During transition, the contractor must assume zero government stock and achieve minimum levels by day 61, providing an on-site manager for the first three weeks after day 61.
