Statement of Work (SOW) / Performance Work Statement (PWS)

To provide forklift services to support various missions and taskings, including anticipated flash taskings.

• Provide a total of six (6) forklifts: four (4) 10K Rough Terrain forklifts, one (1) 20K Rough Terrain forklift, and one (1) 30K Rough Terrain forklift.

• All forklifts must be delivered with necessary original equipment parts and be fully functional per the operator's manual and this PWS.

• The Government reserves the right to vary quantities by +/- 30% and may make multiple awards.

• Equipment must be delivered to designated locations and comply with all applicable safety and environmental regulations.

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary for forklift operations, except for government-furnished property/services.

• Forklifts must be rated to lift specific weights (10K, 20K, 30K lbs) and have automatic transmissions.

• Forklifts must have forks capable of fitting into standard 20ft. cargo containers.

• Forklifts must be equipped with rough/rugged terrain tires and be able to operate in rough terrain.

• Contractor must provide documentation confirming weight capacity, model number, serial number, and certifications.

• Forklifts must be in safe operational condition and comply with Federal, American National, and State Safety Regulations.

• Contractor must provide each forklift's service log and calibration test.

• Replacement or repair of unsuitable equipment must be completed within 24 hours.

• Emergency repair/replacement services must be available 24-hours via phone.

• All maintenance calls must be responded to within 24 hours, with repair or replacement within 24 hours.

• Contractor must develop and implement a Quality Control Plan (QCP) within 30 days of award.

• Period of Performance: Refer to the contract schedule.

• Place of Performance: Fort Bliss, TX.

• Delivery Date: No later than 0930MST on the specified start date (18MAR2026).

• Security: Compliance with background checks, installation access procedures, and personnel security clearance requirements (including drug-free workforce and potential OCI mitigation).

• Training: Anti-Terrorism Level I, OPSEC Awareness, Information Assurance (IA)/IT Training, and TARP Training are required for contractor employees.

• Uniforms: Standard uniform required for all contractor employees.

• Quality Control: Contractor must develop and implement a QCP, including inspection programs, deficiency identification/correction, documentation, and trend analysis.

• Operations Security (OPSEC): Contractor must implement an OPSEC program.

• Recognized Holidays: Contractor is not required to perform services on specified Federal holidays.

• Hours of Operation: Business hours are 0900-1700 MST, Monday-Friday, excluding Federal holidays.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for commercial products and services, specifically for the provision of forklifts. The government is procuring four (4) 10K Rough Terrain Forklifts, one (1) 20k forklift, and one (1) 30K forklift.

• Offer Due Date: March 09, 2026, at 12:00 PM MST.

• Quotations must be valid for a minimum of 60 calendar days.

• Evaluation Factors: Technical Ability and Lowest Evaluated Price. Offers must be technically acceptable to be considered for further evaluation.

• Award will be made to the responsible offeror whose offer is most advantageous to the Government.

• This acquisition is set aside for Small Business.

• The solicitation includes clauses related to Small Business Set-Aside (52.219-6) and the Nonmanufacturer Rule (52.219-33).

• Offerors must be registered in SAM.gov.

• Questions must be submitted in writing via SAM.gov no later than March 04, 2026, at 02:00 PM MST.
