Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for digitizing fingerprints and transmitting them to the State of Michigan to obtain Criminal History Record Information (CHRI) for background investigations.

• Digitize hardcopy fingerprint cards and electronically transmit prints and associated Personally Identifiable Information (PII) to the State repository.

• Ensure the government receives a complete response for each applicant, including "No Record" results and any pertinent criminal history data.

• Provide disposition information, sentencing, correction supervision, and release details.

• Include records sealed by law if accessible by State and local criminal justice agencies.

• Act as a single point of contact for follow-up with the State repository if a response is not received.

• Provide submission status upon government request.

• Process bad prints by contacting the COR within one business day with instructions for correction or reprint.

• Complete responses, including "No Record" results, must be provided 100% of the time.

• Bad print processing requires a 100% response rate within one business day.

• Maintain a file of all current, required documentation.

• Period of Performance: One 12-month base period (June 17, 2026 - June 16, 2027) plus four 12-month option periods (through June 16, 2031).

• Place of Performance: Contractor's facility.

• Quality Control: Contractor must develop and maintain an effective Quality Control Plan (QCP) and submit it within 30 calendar days of award.

• Training: Contractor personnel must complete OPSEC Awareness Training, Privacy Act and PII Training, and DoD Mandatory CUI Training within 30 days of award, with annual refreshers.

• Security: Contractor personnel will not have unsupervised access to Government systems. All CUI must be handled IAW DoD regulations. OPSEC requirements must be followed.

• Personnel: Contractor must provide a Contract Manager and an alternate, available during specified hours.

• Reporting: Monthly submission of supporting documentation for invoicing purposes via Excel spreadsheet.

• Communication: Use official US Government or company email for transmitting official business. No personal email accounts.

• Contract Type: Firm-Fixed-Price.
