Sources Sought / Request for Information

This Sources Sought notice is issued by the Defense Human Resources Activity (DHRA) to conduct market research for entities interested in and capable of designing, developing, and delivering customized video-based microlearning training modules. This is a new requirement, and the notice does not guarantee a future solicitation.

• Design, develop, and deliver customized video-based microlearning training modules.

• Modules must be MP4 video files suitable for web-based hosting.

• Provide closed captions and downloadable transcripts as separate, accessible files.

• Utilize standalone learning assets that do not rely on LMS-specific features.

• Authoring should use neutral instructional language for potential future LMS deployment.

• Deliver accessibility deliverables compliant with Section 508 and WCAG 2.1.

• Experience with interactive video-based learning and validation by a certified accessibility professional is required.

• Prior experience supporting national or multi-state audiences with training solutions is required.

• Interested parties must be registered in SAM.

• A capability statement (unclassified, max 10 pages) is requested.

• The capability statement should include company information, business type, socio-economic category, teaming arrangements, GSA/IDIQ contract numbers, prime/subcontractor interest, expertise relevant to the draft PWS, industry feedback on the PWS, and details on five similar federal projects (including two from DoW or DHS within the last 5 years).

• Responses are for market research purposes only and will not be evaluated as proposals.

• Costs associated with submission are at the vendor's expense.

• The government will use responses to determine appropriate solicitation type/method, potentially including 8(a), SDVOSB, HUBZone, WOSB, or full and open competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to design, develop, and deliver customized video-based microlearning training modules for the Defense Human Resources Activity (DHRA) to educate small businesses on their processes, requirements, contracting vehicles, and points of engagement.

• Develop up to five (5) short videos, each approximately 5-15 minutes in duration.

• Provide end-to-end development services: instructional design, media production, project management, and quality assurance.

• Ensure all content is Section 508-compliant and meets applicable DOD accessibility standards.

• Videos should be learner-focused, cognitively engaging, and utilize visual storytelling, real-world examples, and scenario walkthroughs.

• Customize content to positively reflect the DHRA Office of Small Business Programs (OSBP).

• Videos must be approximately 5-15 minutes in duration.

• Professional-quality audio and video production.

• Compliance with Section 508 and applicable DOD accessibility standards.

• Deliverables must include closed captions and downloadable transcripts.

• Videos must be suitable for web hosting and potential future LMS deployment.

• All work will be performed at the contractor's location.

• Instructional Design: Conduct analysis based on government-provided material, develop learning objectives, and produce detailed scripts and storyboards.

• Media Production: Include professional video production, editing, voiceover narration, custom graphics, and animations.

• Project Management: Provide schedule management, stakeholder coordination, review cycle management, and monthly reporting.

• Accessibility: Ensure compliance with Section 508 and DOD accessibility standards, including captions, transcripts, and accessible navigation. Audio descriptions may be required.

• Delivery Format: Deliver as MP4 files, optimized for web and LMS playback. Include source files for government archival.

• Key Personnel: Requires a Project Manager (Master's degree, 15+ years experience), Instructional Systems Designer (10+ years experience), and Quality Assurance Reviewer (Trusted Tester certification).

• Contractor Qualifications: Must demonstrate federal training experience (5+ agencies), Section 508/WCAG 2.1 experience, QA evaluation experience, LMS administration experience, and experience delivering to large audiences (10,000+ learners).
