Solicitation / RFP / RFQ

This document is a solicitation for janitorial services at the U.S. Forest Service Middle Fork Ranger Station and Visitor Information Center in Westfir, Oregon. The services are performance-based, meaning the government specifies what needs to be accomplished, not how.

• Janitorial cleaning services for a two-story Administrative Office building (22,000 sq ft) and a two-story Warehouse Restrooms/Exercise room (4,500 sq ft).

• Services include cleaning restrooms, floors (carpet, resilient, gym mat), trash removal, breakroom cleaning, drinking fountain cleaning, window cleaning, and periodic carpet shampooing.

• Contractor must furnish all labor, equipment, supervision, transportation, and supplies, except for specific items provided by the government (trash liners, paper towels, liquid soap, toilet paper, toilet seat covers, urinal blocks, and batteries for dispensers).

• Contractor must implement a quality control program and use bio-based cleaning products.

• Contractor personnel must undergo background checks and complete mandatory online training.

• Base Period: March 1, 2026, through December 31, 2026.

• Option Period 1: January 1, 2027, through December 31, 2027.

• Option Period 2: January 1, 2028, through December 31, 2028.

• Award will be made on a best-value basis.

• Offers must be submitted for all items (Base Period and Options).

• Evaluation will consider factors described under FAR 52.212-2.

• Offerors must hold a "Active" registration in www.sam.gov.
