Statement of Work (SOW) / Performance Work Statement (PWS)

To provide annual weight test, inspection, repair, and certification of material handling equipment (MHE) forklift equipment at all Military Sealift Command (MSC) Warehouses and Training Centers globally. Maintenance includes appraisals, grooming, inspections, certification, weight tests, life cycle management, overhauls, refurbishment, repairs, reports, tests, and upgrades.

• Perform annual weight tests, inspections, and certifications.

• Repair equipment material deficiencies reported by MSC.

• Address material discrepancies and repairs identified during inspections.

• Procure necessary materials, parts, and services.

• Perform emergent repair work as reported by MSC.

• Services to be performed by experienced forklift technical representatives/technicians using brand name or equal parts and manufacturer technical manuals.

• Work to be performed at the Government facility where the MHE is physically located.

• Overseas (OCONUS) repairs to be completed within 15 working days.

• Continental United States repairs to be completed within 10 working days.

• The scope includes services and parts for various MHE equipment, with the potential for additional equipment to be added via contract modification.

• Overseas (OCONUS) repairs: 15 working days.

• Continental United States repairs: 10 working days.

• Condition reports to be provided for each MHE forklift asset.

• Technical representatives/technicians must be qualified and experienced.

• Repairs must adhere to OEM technical manuals, USCG regulations, ABS regulations, and MSC Technical Publications.

• Annual Weight Test, Inspection, Repair, and Certification to be performed IAW NAVSUP P-538.

• Emergent repair work to be performed on-site.

• Performance requirement summary includes accuracy, timeliness, format, and method of surveillance for MHE Forklift Condition Reports, Safety Certification Forms, and Inspection Forms.

• Period of Performance: Base Period (August 1, 2026 - July 31, 2027) with multiple option periods extending to January 31, 2032.

• Place of Performance: Various Government facilities globally, including locations in San Diego, CA; Norfolk, VA; Virginia Beach, VA; Williamsburg, VA; Charleston, SC; Jacksonville, FL; Port Hueneme, CA; Port of Orange, TX; Apra Harbor, Guam; Augusta Bay, Italy; Busan, Korea; Manama, Bahrain; Sasebo, Japan; Yokohama, Japan; and Singapore.

• Contractor must be equipped to perform on-site emergent repair work.

• Contractor must comply with shipyard, Naval Base, port authority, or private pier access security and insurance requirements.

• Contractor employees must be clearly identifiable.

• Contractor personnel must identify themselves as contractors during communications.

• Contractor is responsible for obtaining necessary licenses and permits and complying with applicable laws and regulations.

• Contractor must provide qualified personnel with specific experience, including troubleshooting HYSTER MHE, accessing HYSTER proprietary hardware/software, and knowledge of all MHE forklift equipment.

• Experience performing safety certifications on shipboard-approved diesel forklifts is required.

• The Contracting Officer's Representative (COR) will manage technical details and inspect deliverables.

• All work must be performed in accordance with OEM technical manuals, practices, procedures, and relevant regulations.

Performance Work Statement (PWS)

To provide annual weight test, inspection, repair, and certification for Material Handling Equipment (MHE) forklift equipment at all Military Sealift Command (MSC) Warehouses and Training Centers globally. • Safety certification forms submitted within five (5) business days of certification or delivery.

• Inspection forms submitted within five (5) business days of inspection.

• Period of Performance: Base Period (August 1, 2026 - July 31, 2027) with four option periods and a six-month option.

• Place of Performance: Various Government facilities globally, including locations in the USA (San Diego, CA; Norfolk, VA; Virginia Beach, VA; Williamsburg, VA; Charleston, SC; Jacksonville, FL; Port Hueneme, CA; Port of Orange, TX), Guam, Italy, Korea, Bahrain, Japan, and Singapore.

• Adherence to Original Equipment Manufacturers (OEM) technical manuals, practices, and procedures.

• Compliance with United States Coast Guard (USCG) regulations, American Bureau of Shipping (ABS) regulations, and MSC Technical Publications.

• Performance of Annual Weight Test, Inspection, Repair, and Certification in accordance with NAVSUP P-538.

• On-site emergent repair capabilities.

• Contractor personnel must be identifiable and knowledgeable with all MHE equipment.

• Contractor must obtain necessary licenses and permits and comply with applicable laws and regulations.

• Provide qualified personnel to perform all contract work and services.

• Experience with Hyster on-board dash displays and proprietary hardware/software.

• Experience performing safety certifications on shipboard-approved diesel forklifts.

• Contractor must provide a Condition Report for each unit, hard and electronic copies.

• Technical Exhibits are referenced for Condition Found Reports, Fork Maintenance Forms, MHE Safety Certification Forms, Itemized Work Completed Forms, Aerial Maintenance Platform Certification, Battery Evaluation Worksheets, and MPJ Inspection Record Forms.

The government is seeking information on eligible businesses capable of providing global maintenance, inspection, repair, and certification services for their fleet of shore-based Material Handling Equipment (MHE).
