Scope of Work
The contractor shall provide a certified USAF Military Tandem Course of instruction in accordance with AFI 10-3503, Personnel Parachute Program. This includes military tandem packing certification for riggers. The course will be delivered for up to four (4) personnel involved in test parachuting operations.
Key Requirements
- Provide two (2) certified military tandem course instructors, each with their own parachute and video documentation equipment.
- Conduct the course at the Test Parachute Program (TPP) contracted civilian drop zone at Perris Valley CDZ, Perris Valley Airport, Perris, CA.
- Ensure instructors are approved MAJCOM-PPPM and/or USSOCOM vendors for Military Tandem instruction.
- Provide any required study materials for students.
- The course is anticipated to run from March 2-16, 2026.

Evaluation Criteria
Award will be made based on Lowest Price Technically Acceptable (LPTA). The evaluation will consider price and technical acceptability, specifically the ability to provide the required Military Tandem Course. The government reserves the right to award without discussions.

Offerors must submit a complete quote, utilizing the attached SF1449 and a separate PDF quote, ensuring pricing for all Contract Line Items (CLINs). Quotes must include:
