Sources Sought Notice / Request for Information

This notice is issued by the U.S. Army Contracting Command - Orlando (ACC-Orlando) for market research purposes to identify potential sources for the Mission Training Complex Capabilities Support III (MTCCS III) program. The effort involves services and support for various types of training, including individual and collective Mission Command (MC) training, leadership development, Warfighter Functions (WFF) training, simulations, and facilities management. The goal is to determine the procurement method, which may include set-asides for small businesses or full and open competition.

• Support for individual through collective MC training, WFF training, MDMP, Games for Training (GFT), JOPP, NATO Operational Level Planning Process, mission rehearsal, and constructive simulations.

• Planning, preparation, set-up, execution, and recovery of constructive simulation training exercises.

• Combining events into a simultaneous synthetic environment using simulations and Mission Command Information Systems (MCiS).

• Support for U.S. Army Title 10 training, deployment training events, and Mission Rehearsal Exercises (MRE).

• Potential support for Joint, Combined, NATO, and service component commanders.

• Personnel and Facility Security Clearances (Secret and Top Secret with SCI access).

• Sensitive Compartmented Information Facility (SCIF) operational support and management.

• Network Enclave Management, including engineering, operation, maintenance, protection, and defense of MTC network infrastructure.

• Constructive Simulation Support, including operation and maintenance of government-provided simulations.

• Intelligence Simulation Planning, Configuration, and Execution for various intelligence simulation systems.

• Compliance with the Clinger-Cohen Act for IT services.

• Contract Vehicle: To be determined after market research.

• NAICS Code: 541990 (All Other Professional, Scientific, and Technical Services) with a Small Business Size Standard of $19.5M.

• Contract Type: To be determined after market research.

• Anticipated Period of Performance (PoP): Minimum of five (5) years, commencing December 2028. Estimated Level of Effort (LOE) of 1,583 man-year equivalents.

• Place of Performance: Multiple locations throughout CONUS and OCONUS.

• Interested businesses must submit a capability statement (10 pages maximum) demonstrating their ability to fulfill the functions and tasks described.

• The statement must include organization details, business size, subcontracting plans, past performance, technical skills, and ability to meet facility and safeguarding requirements.

• Responses are due by the date specified in the SAM.gov notice and must be submitted electronically.

• The Government will assess market information to ascertain potential market capacity and resources.

• The Government seeks industry input on acquisition strategy, contract structure, and best practices.

• An Industry Day and/or Site Visit may be conducted at a later date.

• Specific questions are posed regarding acquisition strategy, task order evaluation, LPTA awards, workforce disruption, existing IDIQ vehicles, commercial service alternatives, and technical evaluation criteria.

• This Sources Sought Notice is for informational purposes only and is not a Request for Proposal (RFP).

• No funds are available to pay for response preparation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Performance Work Statement (PWS) for the Mission Training Complex Capabilities Support (MTCCS) - III program. The primary objective is to provide collective training and sustainment on Army Mission Command Information Systems (MCiS), the Command-and-Control Warfighting Function (WfF), and the Army's approach to Mission Command (MC) using various tools and Army-fielded systems.

The MTCCS-III contract is an Indefinite Delivery Indefinite Quantity (ID/IQ), Multiple Award Task Order Contract (MATOC) designed for flexibility to meet customer needs across Army Commands, Army Service Component Commands (ASCC), Army Corps, and Direct Reporting Units (DRU) at any MTC or Regional Simulation Center (RSC) worldwide.

Performance standards will be defined at the Task Order (TO) level and will generally be based on:

• Quantity (amount or frequency of service)
• Quality (acceptable level of service)
• Timeliness (timeframe for submission/performance)

Support can be provided at any MTC or Regional Simulation Center (RSC) location worldwide. Specific Task Orders will define the period of performance.

• Security: Compliance with physical, personnel, and information security requirements, including classified information up to Top Secret/Sensitive Compartmented Information (TS/SCI). This includes personnel security clearances, ITAR compliance, and adherence to security policies.
• Personnel: Contractor personnel must not be treated as Government employees. Specific requirements for employment of Government personnel are outlined to avoid conflicts of interest.
• Training: Comprehensive personnel training is required, including Cybersecurity/Information Assurance (IA) Training, Anti-Terrorism (AT) Training, OPSEC Training, and Combating Trafficking in Persons (CTIP) training. Government-funded training may be provided.
• Reporting: Contractor must report labor hours via the Contractor Manpower Reporting Application (CMRA).
• Data Rights: The Government has unlimited rights to all technical data, documents, and training materials produced under this contract.
• Logistics: Support includes planning, receipt, storage, and distribution of equipment, as well as material support and event setup/recovery. Government-provided facilities, equipment, and office automation will be utilized.
