Amendment / Modification

This document contains three amendments to the original solicitation:

• Amendment 0001:

  • Updates the part number for the unit from 103-500-5003 to 100-513974-G001.
  • Revises the CLIN structure to four individual CLINS.
  • Revises delivery dates.
  • Removes clause 52.232-9 (Limitation on Withholding of Payments).
  • Removes NAVSEA clause L-204-H003 (Notification of use of Navy Support Contractors for Official Contract Files).
  • Updates NAVSEA Clause L-212-W002 (PRICE PROPOSAL – SPECIFIC REQUIREMENTS – COMMERCIAL ITEMS) paragraphs (b) through (d) to "RESERVED".

• Amendment 0002:

  • Removes several clauses from Section I, including those related to Audit and Records, Price Reduction, Subcontractor Certified Cost or Pricing Data, Ownership Changes, Labor Disputes, Cost Accounting Standards, Assignment of Claims, Limitation of Liability, Disclosure of Information, DoD Antiterrorism Awareness Training, Identification of Expenditures, Supply Chain Risk, and Application for U.S. Government Shipping Documentation/Instructions.
  • Adds NAVSEA provision L-219-H001, SUBMISSION OF SMALL BUSINESS SUBCONTRACTING PLAN (NAVSEA) (JAN 2021), to Section L.

• Amendment 0003:

  • Updates the vehicle part number for CLINs 0001-0004 to 100-514050-G001.

Sections B, F, I, and L are affected by these amendments.

These amendments modify part numbers, CLIN structures, delivery dates, and remove/add contract clauses and provisions. Offerors should review these changes carefully to ensure their proposals are compliant with the updated requirements.

These amendments modify the part number, CLIN structure, delivery dates, and specific clauses and provisions within the solicitation. Offerors must review these changes carefully to ensure their proposals are compliant. The addition of the Small Business Subcontracting Plan requirement in Section L is a new submission item.

This amendment (Amendment 0001) to Solicitation N6660426R01860001 introduces several changes:

  • The Part Number for the MK66 Production HUTT Unit has been updated from 103-500-5003 to 100-513974-G001.
  • The CLIN structure has been revised to include four individual CLINs.
• Section F (Deliveries or Performance): Delivery dates have been revised.
• Section I (Contract Clauses): Clause 52.232-9 (Limitation on Withholding of Payments) has been removed.
• Section L (Instructions, Conditions, & Notices to Offerors or Quoters):
  • NAVSEA clause L-204-H003 (Notification of use of Navy Support Contractors for Official Contract Files) has been removed.
  • NAVSEA Clause L-212-W002 (PRICE PROPOSAL – SPECIFIC REQUIREMENTS – COMMERCIAL ITEMS) has been updated; subparagraphs (b) through (d) are now "RESERVED".

Sections B, F, I, and L are affected by this amendment.

Offerors should ensure they are using the updated part number and CLIN structure. Any proposals submitted must reflect these changes. The removal of clause 52.232-9 and NAVSEA clause L-204-H003, and the modification to L-212-W002, should be noted in proposal preparation and submission.

Solicitation / RFP / RFQ

This solicitation is for the procurement of MK66 HUTT Units. The government is procuring 4 units of the "MK66 Production HUTT Units" with Saab Part Number: 103-500-5003.

• The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent for the MK66 Production HUTT Units, as per DFARS 252.211-7003.

• The contract includes clauses related to Counterfeit Reporting, Use of Navy Support Contractors, Exclusion of Mercury, and various other standard FAR and DFARS clauses.

• Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) is required for all information systems used in performance of the contract.
