This is a combined synopsis/solicitation for a commercial item, prepared in accordance with FAR Subpart 12.6. The U.S. Fish and Wildlife Service requires the purchase of a Kubota RTVX2C-SCLA-1 or equivalent model. The preferred vendor is Kubota due to local service capabilities. The equipment is to be delivered to 15852 Rapids Lake Road, Carver, MN 55315.

• Procurement of one (1) Kubota RTVX2C-SCLA-1 or equivalent model.

• Delivery of the equipment to the specified address in Carver, MN.

• The anticipated performance period is to have the equipment delivered no later than May 31, 2026.

• This is a TOTAL SMALL BUSINESS SET ASIDE.

• Award will be made as a firm-fixed-price contract.

• The basis of award is the Lowest Price Technically Acceptable (LPTA).

• NAICS code: 333112, Small Business Size Standard: 1,500 employees.

• Quotes are due by February 5, 2026, by 12:00 pm EST.

• Solicitation questions are due by February 2, 2026, by 12:00 pm EST.

• Quotes should be submitted via email to christa_garrigas@fws.gov.

• Offerors must submit documentation of applicable technical acceptability with their quote.

• Offerors must be registered in the System for Award Management (SAM).

• This acquisition is a TOTAL SMALL BUSINESS SET ASIDE.

• All responsible small business sources may submit a quote.

• The controlling law regarding certain terms and conditions of this agreement remains unsettled by the Federal judiciary.

• Offerors must submit their quotation on company letterhead or the enclosed pricing form, including SAM.gov UEI code and point of contact information.

• FAR provisions and clauses are incorporated by reference and full text as applicable.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the purchase and delivery of a Kubota RTVX2C-SCLA-1 or an equivalent new model year Kubota utility vehicle.

• Procurement of one (1) Kubota RTVX2C-SCLA-1 or current model year equivalent.

• Delivery to: 15852 Rapids Lake Road, Carver, MN 55315.

• Kubota is the preferred vendor due to local service capabilities; equivalent specifications will be considered.

• An approved schedule is required prior to delivery or pickup.

• Preferred delivery date is prior to May 31, 2026.

• All tasks must be performed at the required frequency.

• No more than 1 discrepancy noted during monthly Quality Assurance Evaluator (QAE) surveillance.

• Zero (0) discrepancies noted by the QAE for the delivery of the Kubota or equivalent.

• Delivery Location: 15852 Rapids Lake Road, Carver, MN 55315.

• Delivery Preferred By: May 31, 2026.

• Service provider is responsible for equipment acquisition and delivery or local pickup.

• Services shall be performed during normal office hours (7:00 am - 5:00 pm CST, Monday-Friday), excluding Federal Holidays, unless otherwise scheduled/approved.

• Personnel must be qualified, careful, and efficient.

• Service provider shall not employ individuals creating a conflict of interest with US Government employment.

• Environmental, health, and safety training is required for personnel.

• Service provider must maintain current licenses, bonds, and insurance as required by Minnesota State Law.

• Compliance with all applicable federal, state, and local laws and regulations (e.g., OSHA, NFPA) is mandatory.

• Use of Government-furnished property is not applicable for installation supplies.

• Service provider and employees are authorized onsite; use of Government equipment (radios, computers, etc.) is restricted to official contract business via Government telephones.

• All persons employed must comply with building regulations.
