Mobile Medical Carts

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically medical mobile documentation carts, for the Indian Health Service (IHS) – Phoenix Area Office (PAO). This announcement serves as the only solicitation; no separate written solicitation will be issued. The requirement is a 100% Indian Small Business Economic Enterprise (ISBEE)/Native American small business set-aside.

The government requires the following items:

• 53 each – CAPSA M38E Chassis-power-Elift-no storage
• 55 each – CAPSA M38E HTADJ Tilt-swivel monmnt – Fact Inst
• 55 each – CAPSA M38E Keyboard – Factinst – std tilt swivladjht
• 55 each – XL Spiral NA Power cord set
• 55 each - CAPSA M38E casters factinst-5" directional
• 55 each – Rubbermaid medical solutions task light – M38-slim line-tandem w LCD
• 55 each – CAPSA Trio-M38E right rear slot mount plate
• 2 each – CAPSA RX non-locking module factinst only
• 2 each – CAPSA non-locking drawer kit 1 Quad drawer
• 2 each – CAPSA M38E chassis-power-elift-storage
• 53 each – CAPSA cart warranty 4-5 years Parts labor no storage
• 2 each – Rubbermaid office products cart warranty 4-5 years parts labor with storage
• 55 each – CAPSA battery warranty – 5 year LI 655WH

All items must be NEW Equipment ONLY. Vendors must be an Original Equipment Manufacturer (OEM) authorized dealer, distributor, or reseller. The quote must include a copy of the authorized distributor letter from the manufacturer.

• This procurement is for NEW Equipment ONLY.

• Items are to be shipped FOB Destination. Shipping cost must be included in the vendor quote and cannot be a separate line item.

• The government will not split this requirement.

• Submit written quotes only; oral offers will not be accepted.

• All firms must be registered with the System for Award Management (SAM).

• Quotes must include all aspects of the RFQ – all equipment, services, and options.

• The quote DUE DATE is 02/03/2026 at 5:00 PM EDT.

• Award will be made to the responsive and responsible vendor whose conforming response provides the lowest price technically acceptable.

• Evaluation will consider Price, Technical Acceptance of Product, and Delivery. Past performance will also be considered.

• This requirement is a 100% Indian Small Business Economic Enterprise (ISBEE)/Native American small business set-aside.

• Offerors that do not fall into this category will not be considered for award.

• The delivery location is Phoenix Indian Medical Center, 4212 N. 16th St, Phoenix, AZ 85016.

Sources Sought Notice

This notice is for market research by the Indian Health Service (IHS) on behalf of the Phoenix Area Office and Phoenix Indian Medical Center to identify potential contractors capable of providing medical mobile documentation carts. The IHS is gathering information to determine if a small business set-aside is possible or if full and open competitive procedures should be used for a future procurement. This is not a Request for Proposal (RFP).

The following items are being considered for procurement:

• CAPSA M38E Chassis-power-Elift (various configurations, with and without storage)
• CAPSA M38E accessories (tilt-swivel monitor, keyboard, XL Spiral power cord set, casters, slot mount plate, RX non-locking module, drawer kit)
• Rubbermaid medical solutions task light
• CAPSA cart warranty (4-5 years, parts and labor)
• Rubbermaid office products cart warranty (4-5 years, parts and labor)
• CAPSA battery warranty (5 year LI 655WH)

All equipment must be NEW and covered by the manufacturer's warranty. Vendors must be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller. A copy of the authorized distributor letter from the manufacturer is required with the response.

Not applicable at this stage, as this is a Sources Sought notice.

• Responses should identify the vendor's socio-economic status in accordance with SBA size standards.
• The response must include a copy of the authorized distributor letter.
• Responses are due no later than 5:00 PM EST on January 26, 2026.

This procurement is being considered for a Native-owned Small Business (ISBEE) set-aside.

• Subcontracting limitations may apply as outlined in FAR 52.219-3, 52.219-14, 52.219-27, 52.219-29, and/or 52.219-30.
