Solicitation / RFP / RFQ

This solicitation seeks proposals for a Mobile Ordnance Training Team (MOTT) to support Commander, Naval Air Forces (COMNAVAIRFORCES). Two MOTT teams will be utilized: one in San Diego, CA (Pacific Fleet) and one in Norfolk, VA (Atlantic Fleet).

• Provide intermediate-level training and logistics for conventional ordnance.

• Manage weapons life cycles and administer qualification/certification programs.

• Support various Navy and Marine Corps units.

• Develop and maintain program control reporting systems.

• Provide training on weapons safety, stowage, equipment maintenance, and configuration.

• Review and update training materials, developing new courses as needed.

• Attend weapons-related training programs, conferences, and reviews.

• Provide technical data support and review ordnance publications.

• Deliverables include monthly financial reports, status reports, travel and training schedules, trip reports, personnel licensing lists, training material copies, and updated training lectures.

• Offerors must demonstrate a clear understanding of the Performance Work Statement (PWS) and present a detailed, feasible technical approach, including plans for delivering effective training, recruiting and retaining instructors, managing concurrent tasks, coordinating with Government personnel, ensuring data accuracy and timely reporting (including CDRLs), and achieving high customer satisfaction.

• Proposals must include a Staffing Plan & Management Plan and Quality and Management Controls.

• Contract Type: Single award Cost Plus Fixed Fee (CPFF).

• Period of Performance: One base year (July 1, 2026 - June 30, 2027) plus four one-year option periods (through June 30, 2031).

• Estimated Total Hours: 106,100 over the five-year effort.

• Estimated Level of Effort: 21,220 direct labor hours per year.
