Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Customs and Border Protection (CBP) has issued a presolicitation for Modular Mobile Surveillance Systems (M2S2). This requirement will be solicited on GSA eBuy potentially as early as the 2nd quarter of FY 2026. The intended contract type is a Multiple-Award Blanket Purchase Agreement (BPA), hybrid Firm Fixed Price (FFP) and Time and Material (T&M), with a total period of performance of ten (10) years. Vendors must have their M2S2 System on a GSA schedule to submit a bid. Questions and comments on the draft documents are due by Monday, November 10, 2025.
Purpose & Scope
CBP requires M2S2 to enhance border surveillance capabilities by providing mobile, adaptable systems capable of detecting, identifying, classifying, and tracking items of interest (IoI) in diverse environments. The scope includes:
- M2S2 System Delivery: Integration of a sensor package, mast, power subsystem, command and control, user interface, autonomy, and artificial intelligence onto a 4x4 vehicle. The system must support open architecture for interoperability with other CBP systems, including Team Awareness Kit (TAK).
- Program Management, Engineering Support, Test & Evaluation, Training, Maintenance & Logistics (CMLS), and a 12-month Warranty.
Key Requirements
- Performance: M2S2 systems must achieve 90% operational availability, with specific KPPs for detection (2-5 miles) and identification (1-3 miles) accuracy, and 8-16 hours of persistence.
- Technical: New (2025 or newer) 4x4 vehicle, compliance with environmental conditions, CBP network connectivity, and security requirements.
- Modularity: The system must be configurable and allow for integration of different sensor types. Optional modularity objectives include UAS detection/tracking, vessel detection/tracking, autonomous detection/reporting, and various equipment configurations (e.g., trailer solutions, mobile towers).
- Compliance: Bidders are required to use the provided M2S2 Capability Requirements Matrix to document their system's compliance with 271 functional and 21 environmental requirements.
Contract Details
- Type: Multiple-Award Blanket Purchase Agreement (BPA), Hybrid Firm Fixed Price (FFP) and Time and Material (T&M).
- Period of Performance: One (1) 12-month base period and nine (9) 12-month option periods, totaling ten (10) years.
- Acquisition Strategy: Solicitation on GSA eBuy. Additional information regarding the acquisition strategy and schedule is expected by Q1 FY2026.
