Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Customs and Border Protection (CBP) is preparing to procure Modular Mobile Surveillance Systems (M2S2) to enhance border surveillance capabilities. This presolicitation outlines an upcoming multiple-award Blanket Purchase Agreement (BPA) with a Firm Fixed-Price (FFP) structure. The Request for Quotes (RFQ) is anticipated for April 2026 on GSA eBuy, with quotes due in May 2026. Only vendors with their M2S2 System on a GSA schedule will be eligible to submit a quote.
Purpose & Scope
CBP requires M2S2 to detect, identify, classify, and track items of interest (IoI) in diverse environments for the U.S. Border Patrol (USBP). The scope includes the delivery of complete M2S2 systems (sensor package, mast, power, command and control, user interface, autonomy, and artificial intelligence integrated onto a 4x4 vehicle), program management, engineering support, test and evaluation, training, maintenance, logistics, and a 12-month warranty. The system must support open architecture for interoperability with other CBP systems, including Team Awareness Kit (TAK). Optional modularity objectives include UAS/vessel detection, autonomous reporting, and various equipment configurations.
Contract Details
- Type: Multiple-award Blanket Purchase Agreement (BPA) - Firm Fixed Price (FFP)
- Period of Performance: One (1) 12-month base period and four (4) 12-month option periods, totaling five (5) years.
- Set-Aside: None specified (open to GSA schedule holders)
- Product Service Code: 6350 (Miscellaneous Alarm, Signal, And Security Detection Systems)
Key Requirements
M2S2 units must be integrated onto a 4x4 vehicle (Ford F250 4x4 is planned, but subject to change). Performance standards include 8-16 hours persistence, detection accuracy of 2-5 miles, identification accuracy of 1-3 miles, and 90% operational availability. Systems must be resilient to various environmental conditions, connect to the CBP network, comply with security requirements, and support modularity and autonomous operations. Extensive Contract Data Requirements List (CDRL) items, including training materials, manuals, reports, and technical data, will be required.
Submission & Evaluation
The award decision will be based on a Best Value Trade-Off methodology, with evaluation factors listed in order of importance: Technical (Vendor Demonstration, System Overview, Manufacturing Readiness Level Facility Visit), Past Performance, and Price. The source selection process will involve a two-phase evaluation, with Phase I focusing on System Overview and Phase II including vendor demonstrations, facility visits, past performance, and price.
Preliminary Schedule
- RFQ Release: April 2026
- Evaluation Phase I (Quotes Due): May 2026
- Evaluation Phase II (Demonstrations/Visits): June – August 2026
- BPA Awards & Low-Rate Initial Production (LRIP) Units: November 2026
- Test and Evaluation: December 2026 - May 2027
- Full Rate Production Units: June 2027
