• Water Access: The cabin does not have access to water. If water is required, the contractor must provide it as an incidental cost within the Schedule.
• Electricity: The cabin does not have electricity or any utilities currently running to it.
• Attic Contents: There is no discernible attic space. The scope of work includes removing insulation between the roof and ceiling tiles.
• Insulation Removal: Insulation is saturated and must be removed along with other materials from the inner walls and ceiling.
• Additional Items: An old stove covered in mice droppings is present inside the cabin and must be removed and disposed of at an offsite waste management facility.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for the Monica Cabin Hantavirus Cleanup at Cibola National Forest. It is issued as a Request for Quotation (RFQ).

• Removal and disposal of rodent droppings and associated contaminated materials from two sites: The Monica Cabin and the pumphouse.

• Cleaning and disinfection of all accessible surfaces, including opening cabinets and stove doors.

• Detailed requirements are provided in Attachment 3 – Statement of Work (SOW).

Bidders must use this document to provide their pricing for each listed task. The Forest Service intends to award a single contract for all items. Responses must include prices for each item, and responses with quantities less than listed or without prices may be rejected. New Mexico Gross Tax Receipts may apply. This document is critical for preparing a complete and compliant quote.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dispose of rodent droppings and any associated contaminated materials from the Monica Cabin and its associated pumphouse, followed by cleaning and disinfection of accessible surfaces.

• Monica Cabin (approx. 940 sq ft): Remove and dispose of rodent droppings and contaminated materials from the interior and attic space. Clean and disinfect all accessible surfaces, including cabinets and stove doors. Attic access may require partial interior ceiling removal with prior notification.

• Pumphouse (approx. 442 sq ft): Remove and dispose of rodent droppings and contaminated materials. Clean and disinfect all accessible surfaces.

• General: Comply with Department of Health and Human Services, Centers for Disease Control Prevention protocols for cleaning up after mice and rats. Provide all necessary labor, materials, tools, equipment, and supervision. Comply with local, State, and New Mexico Environment Department (NMED) laws and regulations. Submit a Site-Specific Health and Safety Plan (HASP).

• Disposal of hazardous materials must be at certified facilities authorized to handle infectious biological waste. Waste Manifest Forms must be provided to the Contracting Officer's Representative (COR).

• A brief technical report outlining procedures, manifests, findings, and recommendations is required.

• Site Work: To be completed within ten (10) calendar days from the "Notice to Proceed" date.

• Deliverables: Electronic copy of the technical report due within thirty (30) calendar days after site work completion.

• Location: Monica Cabin, 33°57′25″N 107°29′47″W, Cibola National Forest, Magdalena Ranger District, New Mexico. The pumphouse is located near the Magdalena Ranger District Office.

• Adherence to specific cleaning and disinfection protocols.
