Amendment / Modification

This document is a Geotechnical Design Report Addendum that supplements and modifies recommendations from the original Geotechnical Design Report (Phase III - Intermediate Design 70%) for the WV ERFO FS MNGAH921 2018-1(1), 2018-2(1), and 2019-1(1) project. Revisions are based on design progression, Task Order Modification P00001 (issued September 22, 2023), and recommendations from FHWA's Hydraulics group.

Key changes include:

• Scope Adjustments: Several Damage Survey Report (DSR) sites have been removed from the project scope.
• Updated Analyses & Recommendations: Geotechnical designs and recommendations have been updated for numerous DSR sites based on additional survey data, design progression, and changes to proposed structures or bridges.
• New Mitigation Measures: High-Performance Turf Reinforced Matting (HPTRM) with engineered earth anchors and revet mattresses are introduced as additional mitigation strategies.
• Modified Riprap Mitigation: Riprap recommendations are updated based on slope steepness: Class 2 Riprap for slopes equal to or flatter than 1V:1.5H, and Class 3 Riprap for slopes steeper than 1V:1.5H.
• Geotechnical Instrumentation Data: Additional groundwater level and inclinometer readings collected after February 2023 are presented for specific DSR sites.
• Soil Corrosivity & Seismic Parameters: Soil corrosivity for steel and concrete elements is evaluated for specific sites, and assumptions for seismic design parameters are noted where borings were not completed.

Additionally, a Custom Soil Resource Report for Tucker County and Northern Randolph County, West Virginia, provides detailed soil map unit information, engineering properties (texture, classification, sieve analysis, liquid limit, plasticity index), hydrologic soil groups, and ecological classifications. This report is relevant for bidders to understand soil characteristics influencing site preparation, foundation design, and mitigation measures.

The addendum impacts various DSR sites and their associated design recommendations. Information in this addendum supersedes and replaces recommendations in the Final Geotechnical Design Report for the sites listed in Table 1-2.

Solicitation

This Invitation for Bids (IFB) is for the Monongahela National Forest, Project WV ERFO FS MNGAH921 2018-1(1). The project involves the reconstruction of damaged roadway and trail sections, including bridge replacement and reconstruction, due to storm and flood damage. The work is located in Grant, Pocahontas, Randolph, Tucker, and Webster Counties, West Virginia.

• Reconstruction of damaged roadway and trail sections.
