Evaluation

Award will be based on Best Value to the Government, with Non-Price Technical Solution (Technical Approach and Past Performance) significantly more important than price. Key evaluation factors are:

1. Technical Approach and Capability: Detailed description of experience, subcontractor details, on-site POC, and how tasks will be performed.
2. Past Performance: At least two references from similar services within the past two years. Offerors must send a completed Past Performance Questionnaire to references for direct submission to the Contracting Specialist.
3. Price: Completeness and reasonableness of itemized quotes.
4. Guarantee Pier Space: Assurance of pier space for the entire port visit.

Submission Requirements

• Quotes must be itemized for each service and submitted electronically to Christopher.baker@noaa.gov.
• Offerors must have an active SAM.gov registration and provide their UEID/CAGE CODE and Page 1 of their SAM registration.
• Include a Copy of Liability Insurance for services performed.
• The Department of Commerce will utilize FedConnect® for contract administration; registration is required.
• The Government intends to award based on initial quotes; offerors should submit their best terms.
• The Government may exercise an Option to Extend Services (FAR 52.217-8) for up to 6 months.
