Scope of Work
The contractor will provide licensed facilities, equipment, funeral service practitioners, vehicles, professional services, supplies, death certificates, caskets, urns, shipping containers, and transportation. Services include disinfection, preservation, restoration, embalming, restorative art, dressing, and transportation of remains. Cremation services are limited to subsequent portions or retained organs. All services must adhere to federal, state, and local licensing and regulatory standards. The area of performance is a four-hour radius from Keesler Air Force Base, Biloxi, MS.

Key Requirements & Deliverables
Offerors must provide mortuary affairs services per Attachment 1 (PWS), complete Attachment 2 (Price List) and Attachment 3 (Technical Information), and confirm no exceptions to the PWS. Past performance, including recent inspection documentation (within 12 months), is crucial. If not provided, a pre-award site inspection of funeral home and crematorium facilities will be required, utilizing Attachment 4 (Funeral Home Inspection Checklist) and Attachment 5 (Crematorium Inspection Checklist). Bidders must also comply with the Wage Determination (Attachment 7) for the specified Mississippi counties.
Submission & Evaluation
Proposals must be submitted electronically in three volumes: Price, Technical, and Site Inspection. Evaluation will consider Price, Technical, and Site Inspection, with Technical and Site Inspection weighted equally and approximately equal to cost/price. An "Acceptable" rating is required in all evaluation parts for award.
Site Visit
An organized site visit is available on May 6, 7, or 11, 2026, between 9:00 a.m. and 1:00 p.m. Offerors must submit Attachment 6 (Site Visit Information) via email to the point of contact to coordinate.
