Cremation services are limited to subsequent portions or retained organs. All services must adhere to federal, state, and local licensing and regulatory standards. The area of performance is a four-hour radius from Keesler Air Force Base, Biloxi, MS.

Key Requirements & Deliverables

Offerors must provide mortuary affairs services per Attachment 1 (PWS), complete Attachment 2 (Price List) and Attachment 3 (Technical Information), and confirm no exceptions to the PWS. Past performance, including recent inspection documentation (within 12 months), is crucial. If not provided, a pre-award site inspection of funeral home and crematorium facilities will be required, utilizing Attachment 4 (Funeral Home Inspection Checklist) and Attachment 5 (Crematorium Inspection Checklist). Bidders must also comply with the Wage Determination (Attachment 7) for the specified Mississippi counties.

Submission & Evaluation

Proposals must be submitted electronically in three volumes: Price, Technical, and Site Inspection. Evaluation will consider Price, Technical, and Site Inspection, with Technical and Site Inspection weighted equally and approximately equal to cost/price. An "Acceptable" rating is required in all evaluation parts for award.
