Statement of Work (SOW) / Performance Work Statement (PWS)

To supplement the CNIC Traffic Safety Program by providing a comprehensive traffic and motorcycle rider safety training program designed to sustain and preserve the well-being of Service members, with the goal of reducing deaths and injuries resulting from traffic accidents.

• Provide traffic and motorcycle safety training across all Navy regions within the Continental United States (CONUS), Guam, and Hawaii.

• Training includes basic and advanced motorcycle safety classes, basic off-road vehicle safety classes, and driver improvement classes.

• Utilize Motorcycle Safety Foundation (MSF) curriculum or equivalent accredited programs.

• Courses include:

  • Two-Day Level I Basic Rider Training
  • One-Day Level II Basic Rider Course
  • One-Day Level II Advanced Rider Course (ARC)
  • Dirt Bike School (DBS) Course Level I Training
  • All-Terrain Vehicle (ATV) Course Level I Training
  • Utility-Terrain Vehicle (UTV) Course Level I Training
  • Arrive Alive at 25 (A@25) Course

• Instructors must be certified by MSF or equivalent.

• Courses must comply with OPNAVINST 5100.23G (ACN-1).

• Maintain a minimum of three (3) students per course.

• Achieve at least 95% of courses meeting maximum student thresholds.

• Collect and report end-of-course surveys.

• Develop and maintain a 90-day traffic course schedule.

• Provide daily and weekly status reports, and monthly cumulative status reports.

• Base period: March 29, 2026 – March 28, 2027, with four one-year option periods.

• Performance locations are onsite at respective Navy shore installations identified in Attachment 2.

• Contractor shall provide training motorcycles for Basic Level-1 training unless students prefer to rent or bring their own.

• Contractor is not required to provide Personal Protective Equipment (PPE).

• Contractor employees require a DoD Common Access Card (CAC) and may require background investigations (e.g., NACLC, SSBI) depending on IT access requirements.

• Contractor shall maintain appropriate liability insurance.
