This document provides responses to questions submitted by potential offerors regarding Solicitation N00244-26-R-S003. It clarifies various aspects of the solicitation, including class estimates, PWS requirements, and administrative details.

• Class Estimates: The attachment provides an estimate of the number of classes per training location and the MTS Program ceiling value. Classes can be assigned to alternate regions/bases with concurrence from the Contracting Officer Representative (COR). Minimum student enrollment can be reduced to 2 at certain locations with COR concurrence.
• Representations and Certifications: If a vendor is registered in SAM.gov and their certifications are up-to-date, they need to indicate this in Volume I of their proposal.
• Cost/Price Analysis: The government will use the submitted information for price reasonableness evaluation. Breakdown of Other Direct Costs (ODC) is not required from the offeror as the ODC amount is government-provided.
• Font Size: Proposals must be legible, and a minimum of 12-point font is required for text. Graphics and tables should not be smaller than 9-point font.
• Wage Determinations: Offerors must comply with Wage Determination (WD) rates for all specified locations. The government provided a sampling of WD rates, but offerors are responsible for determining rates for all locations.
• Course Scheduling: Approved vendors propose schedules to the COR. Minimum class size is 3, and maximum is 6 for BRC/ARC courses. The Navy does not dictate course frequency, class size, or calendar structure; this is at the vendor's discretion based on demand and operational considerations, within safety and curriculum standards.
• Training Range Certifications: The Government is solely responsible for obtaining and maintaining all training range certifications. Contractors are not required to obtain or maintain these.
• Alternative Range Usage: Contractors must request COR approval to utilize alternative MSF certified ranges, and a contract modification is required to reflect the change in location. It is not at the contractor's discretion.
• State-Specific Requirements: Contractors must meet specific curriculum requirements or state-specific instructor certifications, such as the California Motorcycle Safety Program (CMSP), and comply with OPNAVINST M5100.23.

The original solicitation was posted on February 5, 2026. Due to changes and the need to incorporate Q&A responses, an amended solicitation will be provided, and an extension to the proposal due date will be granted.

Amendment / Modification

This amendment (0001) to Solicitation N0024426RS003 makes the following changes:

• The anticipated award type has been changed from a Single Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Multiple Award IDIQ.
• Section 4.0.3 has been added to the Performance Work Statement (PWS).
• Questions and Answers from the solicitation have been added as an attachment in Section J.
• The response due date has been extended to March 9, 2026, at 10:00 AM Pacific Standard Time.

Changes to ordering procedures, Section L, Section M, and the PWS are highlighted in red within the document.

Statement of Work (SOW) / Performance Work Statement (PWS)

To supplement the CNIC Traffic Safety Program by providing a comprehensive traffic and motorcycle rider safety training program to sustain and preserve the well-being of Sailors across all CNIC CONUS Regions, including Hawaii and Guam, with the goal of reducing deaths and injuries resulting from traffic accidents.

• Provide training in basic and advanced motorcycle safety classes, basic off-road vehicle safety classes, and driver improvement classes.

• Training to be conducted at locations throughout the CONUS, Guam, and Hawaii.

• Utilize Motorcycle Safety Foundation (MSF) curriculum or equivalent accredited training for motorcycle courses.

• Utilize nationally accredited training programs for off-road vehicles.

• Offer various courses including:

  • Two-Day Level I Basic Rider Training
  • One-Day Level II Basic Rider Course
  • One-Day Level II Advanced Rider Course (ARC)
  • Dirt Bike School (DBS) Course Level I Training
  • All-Terrain Vehicle (ATV) Course Level I Training
  • Utility-Terrain Vehicle (UTV) Course Level I Training
  • Arrive Alive at 25 (A@25) Course

• Instructors must be certified by MSF or equivalent.

• Courses must comply with OPNAVINST 5100.23G (ACN-1).

• Maintain a Quality Control Plan (QCP) for self-inspection.

• Utilize CNIC N35 System of Record, RMI for student enrollment, scheduling, and reporting.

• Achieve at least 95% of courses conducted meeting maximum student thresholds.

• Maintain specific student-to-instructor ratios as defined in the PWS.

• Provide end-of-course surveys and reports.

• Maintain daily work activity logs and submit weekly status reports.

• Submit monthly cumulative status reports.

• Base period of 12 months, followed by four one-year option periods.

This solicitation seeks proposals for a single Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide program-level support for the Commander Navy Installations Command (CNIC) Motorcycle Traffic Safety Program.
