Scope of Work
The contractor will provide comprehensive food services, including all labor, materials, equipment, and management, for the Marine Security Guards. Key requirements include:
- Meal Preparation: Breakfast, lunch, and dinner, five days a week (Monday-Friday, 7:30 AM - 3:30 PM), excluding designated Japanese and American holidays. Weekend and holiday meals must be prepared in advance and stored.
- On-site Service: Meals are to be prepared on-site at the Marine Security Guard Residence (MSGR).
- Comprehensive Services: Menu planning, food provisioning, preparation, service, staffing, and quality management.
- Standards: Adherence to industry standards, government regulations, DOS guidance, and a Food Service Safety Program following FDA, USDA, and Codex Alimentarius guidelines.
- Personnel: Provision of a supervisor (English Level 3) with nutrition and food service experience, and a primary MSG Cook (English Level 2) with a minimum of 3 years of experience, premium food/service execution, and a food operation license. Up to three alternative cooks with similar qualifications are also required.
- Cleanliness & Safety: Maintenance of kitchen and dining areas, and provision of proper safety Personal Protective Equipment (PPE) for employees.
Contract Details
- Contract Type: Firm-Fixed-Price.
- Period of Performance: September 1, 2026, through August 31, 2027, with four one-year options to renew.
- Payment: In U.S. Dollars for U.S. firms; in Japanese Yen for foreign firms. The U.S. Embassy Tokyo is exempt from Japanese consumption taxes.
