Statement of Work (SOW)

To remove existing inefficient heating systems and install new, high-efficiency HVAC systems in Quarters 1, 2, and 3 at the Charles M. Russell National Wildlife Refuge Sand Creek Field Station. The goal is to provide adequate heating and cooling, addressing current deficiencies and preparing for local climate extremes.

• General: Remove existing heating systems (baseboard electric, propane furnace, propane boiler) and install new, high-efficiency HVAC systems in Quarters 1, 2, and 3.

• Quarters 1: Install a full HVAC system, including a 1000-gallon propane tank. Existing electric baseboard heating will be removed.

• Quarters 2: Retain existing ductwork and propane furnace; install a heat pump for cooling.

• Quarters 3: Remove existing propane boiler, piping, and baseboards; install a full HVAC system. An on-demand hot water heater will be retained.

• System Requirements: Systems must be 90% energy efficient (Energy Star rated), include air cleaning for viruses and bacteria, and communicate seamlessly with all components. Load calculations (ACCA Manual N) must be performed.

• Deliverables: Furnish and install all required equipment, piping, valves, electrical wiring, switches, and appurtenances. Arrange for propane tank installation. Provide training on system operation and maintenance, along with Operations and Maintenance Manuals and warranty information. All workmanship is warranted for one year, and a one-year maintenance contract is required.

• Codes & Standards: Work must comply with local building codes, IMC 2021, IECC 2021, NFPA 90B, NFPA 70, OSHA requirements, ASME, ASTM, NEC, NECC, AHRI, and ASHRAE standards.

• Site Work: Maintain and protect existing facilities, manage utility shutoffs, and ensure all work areas are free of debris. Old radiant heating equipment must be removed and disposed of per federal and state laws.

• Location: Quarters 1 (1005 Sand Creek Rd, Roy, MT 59471), Quarters 2 (1000 Sand Creek Rd, Roy, MT 59471), Quarters 3 (889 Sand Creek Rd, Roy, MT 59471).

• Duration: Project to start as soon as possible after notice to proceed, with completion within 120 days.

• Work Hours: Monday-Friday, 7:00 a.m. - 6:00 p.m., with coordination required with Refuge staff occupying the quarters. Non-duty hours include evenings, weekends, and Federal holidays.

• Quality Control: Contractor must develop and maintain a quality control program.
