  • Command and Control (C2) Automation & Autonomy: Automating and optimizing responses to sUAS threats, especially swarm attacks, using AI/ML, sensor fusion, and automated decision-making.
  • Low-Collateral Defeat (LCD) / Low-Collateral Effect Interceptors (LCEI) / Blue Force Interceptors (BFI): Developing low-cost, autonomous interceptors with integrated EW/CO capabilities.
  • Sensor Technologies: Improving detection, identification, and tracking of sUAS.
  • UAS Traffic Management (UTM): Enhancing DoD/Federal UTM systems and integrating them with existing air traffic control for safe unmanned aircraft integration.
  • Communications: Developing advanced modeling/simulation, resilient waveforms/networking for swarm operations, and AI for network optimization.

Contract Details

  • Estimated Total Funding: Approximately $499 million.
  • Individual Awards: Typically range from $500K to $20M, with potential for awards up to $99M. Awards normally do not exceed sixty (60) months.
  • Anticipated Awards: Multiple awards are anticipated.
  • Award Instruments: FAR-based Procurement contracts, CFR-based grants and cooperative agreements, or Other Transactions (OT) under 10 USC 4021, 4022, 4023.

Eligibility & Notes

  • Foreign Participation: Closed to foreign participation (ownership and nationals), with limited exceptions for unclassified fundamental research and strict U.S. citizenship requirements for base/network access.
  • FFRDCs/Government Entities: Subject to limitations; must demonstrate work is unavailable from the private sector.
  • Organizational Conflicts of Interest (OCI): Offerors must identify and disclose potential OCIs and provide mitigation plans. AFRL has a supplemental OCI policy.
  • SAM.gov Registration: Offerors must be registered in SAM.gov.
  • NIST SP 800-171: Offerors must have a NIST SP 800-171 DoD Assessment in SPRS.
  • FASCSA Orders: Applicable to FAR-based awards; offerors must search SAM for any covered article prohibitions.
  • Pre-Proposal Communication: Dialogue with Government representatives is encouraged via email for technical and contracting questions. Only Contracting Officers can commit the Government.
