Quick Summary

The Department of Energy (DOE), specifically the Princeton Plasma Physics Laboratory (PPPL), has issued a Solicitation (RFP 26-021R) for a Multi-Roof Replacement Project at its facility in Princeton, NJ. This project involves replacing existing built-up roofs on four critical buildings (C50 ESAT, C52 PLT Power, C60 C Site Pump House, D45 Rad Waste Handling Facility) that are past their useful life and pose a risk to experimental operations. The competition is Full & Open. Proposals are due February 27, 2026.

Scope of Work

The subcontractor will provide all materials, labor, supervision, equipment, and expertise to remove and replace the specified roofs and components. Key tasks include:

  • Demolition: Removal of existing membrane, cover board, insulation, metal trim, flashing, coping, and other roofing materials. Recycling of stone ballast.
  • Installation: Furnish and install a new roof system consisting of two layers of 2.6” ISO, ½” HD coverboard, and 145 mil Carlisle Fleeceback EPDM (black), adhered to the coverboard.
  • System Requirements: The new roof system must meet a minimum R-30 average insulating value and utilize Carlisle Syntec Systems materials to achieve a 30-year manufacturer warranty (covering punctures, hail, and 72-mph wind speeds) and a 2-year installer warranty.
  • Integrated Elements: Inspection and replacement of wood blocking, roof drains, gutters, scuppers, downspouts, and metal/concrete roof panels. Installation of flexible walkway pads, roof perimeter guardrails, new/higher curbs, built-up roof vents, raised expansion joints, and new roof drains/scuppers.
  • Coordination: Coordination with PPPL for potential asbestos mitigation, equipment power disconnects (72-hour notice), and temporary relocation/reinstallation of fall protection anchor systems. Salvage and reinstallation of roof fans and equipment.
