The Navy anticipates a fixed-price Single Award IDIQ with a "task menu" of pre-priced continuous maintenance requirements to minimize post-award negotiations and provide a predictable workload.

Submission Requirements
Interested companies must submit a notice of interest on company letterhead via email to CDR Luis Escobar (luis.c.escobar.mil@us.navy.mil) and LT RaeChaun Edwards (raechaun.a.edwards.mil@us.navy.mil) by 4:00 PM local time, Washington D.C. on February 2, 2026. The subject line should be "Multi-Ship Sustainment Partnerships". The submission, limited to fifteen (15) pages, must include:
- Company Name, CAGE, UEI, and POC.
- Indication of interest and specific Homeport Locality.
- Brief description of company, facilities, and capabilities related to ISRA-sized routine maintenance on DDG-51s.
- Answers to specific questions regarding business size, employee numbers, website, past performance, pier access, organizational capabilities, MSRA status, and annual "consolidated routine maintenance" work.
Industry Feedback Requested
The Government is also soliciting feedback on the intended contract strategy, including:
- Considerations for establishing groupings and awards.
- Key requirements and evaluation criteria.
- Industry challenges, incentives, and elements to maximize success.
- Pricing strategies for "pre-priced" menus and fixed rates over 3-5 year contracts, and handling interference removals.
