Submission Requirements

Interested companies must submit a "Notice of Interest" on company letterhead via email to CDR Luis Escobar (luis.c.escobar.mil@us.navy.mil) and LT RaeChaun Edwards (raechaun.a.edwards.mil@us.navy.mil) with "Multi-Ship Sustainment Partnerships" in the subject line. The notice must include:

  • Company name, CAGE, and Unique Entity Identifier (UEI).
  • Indication of interest and specific Homeport Locality (Norfolk or San Diego).
  • A brief description of company facilities and capabilities related to ISRA-sized routine maintenance on DDG-51s.
  • Answers to specific questions regarding business size (NAICS 336611), employee numbers, website, past performance (ISRAs/CMAVs > 70 days), pier access, organizational capabilities, Tier 2 NAVSEA Master Ship Repair Agreement (MSRA) status, and annual manhours of "consolidated routine maintenance" work.
  • Feedback on utilizing pre-priced elements and the overall contract strategy.
  • Information on Small Business participation, including intent to prime/subcontract, estimated percentages, areas for subcontracting, and CMMC level.
  • Responses are limited to fifteen (15) pages.
