Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Naval Information Warfare Systems Command (NAVWAR) is conducting market research via a Sources Sought notice for Multifunctional Information Distribution System (MIDS) Weapons Data Link (WDL) Small Form Factor Weapons Attritable Radio Multi-Mode (SWARMM) Family 1 (SF1) Radio Production. The government seeks industry capabilities for low-cost, in-production, or IRAD-developed MIDS WDL SF1 terminals and associated Systems Engineering and Integration (SE&I) support. Responses are due February 20, 2026.
Scope of Work
This effort involves the production and delivery of the SF1 radio, including associated program management, engineering support, configuration and data management, logistics support, and manufacturing requirements. Specifically, NAVWAR is interested in:
- Production and delivery of NSA-certified MIDS WDL SF1 terminals (Low Band and High Band capable, fully compliant with SF1 Top Level Requirements (TLR) version 1.5).
- Manufacturing capability to produce up to 100 terminals per month, with a desired delivery of at least 50 terminals per month.
- Systems Engineering and Integration (SE&I) support for sustainment and future development, including upgrades, Integrated Builds (IBs), and investigations.
Contract & Timeline
- Type: Sources Sought / Request for Information (RFI)
- NAICS: 334290 (Other Communications Equipment Manufacturing) with a 750-employee size standard.
- Estimated Value: Approximately $900 Million per contract (for a multiple award development contract strategy).
- Anticipated Award: Early FY27, with assets delivered beginning in FY28.
- Response Due: February 20, 2026, at 12:00 PM Pacific Daylight Time (PDT).
- Published: January 30, 2026.
Evaluation
This RFI is for market research purposes only. Responses will be used to assess industry capabilities, product availability, maturity, and to determine potential small business participation. Key areas of interest include multi-waveform support, internal growth capability, software control, cryptographic enhancements, NSA/airworthiness/spectrum certifications, operational availability, and production throughput. Respondents must provide reliability analysis, ROM cost estimates for various unit quantities, and address data rights.
Special Requirements
- Certifications: Required NSA Type Certification, Critical Program Information and Anti-Tamper Review, Equipment spectrum certification, and Airworthiness compliance.
- Security: Work requires access up to TOP SECRET for data, information, and spaces; contractors must comply with DoD and Navy OPSEC requirements.
- Manufacturing: Adherence to IPC and ISO standards, Class three (3) workmanship, part control, tin whisker mitigation, and failure reporting.
- Quality Assurance: Implementation of a quality assurance program in accordance with ISO 9001.
- Data: Access to reference documents (MIDS WDL SF1 Index and Data Lists) requires a current DD 2345 and a MIDSVue account.
Eligibility / Set-Aside
Both Large and Small Businesses are encouraged to respond.
Additional Notes
This is an RFI only and not a solicitation. Failure to respond will not preclude participation in any future Request for Proposal (RFP). Questions are due by February 12, 2026, at 12:00 PM PDT via email to Mr. Damon Griffin.
