Purpose & Scope
NAVWAR aims to identify sources for low-cost, in-production, developed, or approved MIDS WDL SF1 terminals, with a desired production capacity of at least 50, and up to 100, terminals per month. The RFI also seeks Systems Engineering and Integration (SE&I) support for sustainment and future development, including upgrades, Integrated Builds (IBs), Investigations, and future technologies/waveforms. The associated Statement of Work (SOW) outlines tasks for production and delivery of the SF1 radio, program management, engineering support, configuration and data management, logistics support, and manufacturing requirements.

Respondents must demonstrate capabilities for MIDS WDL SF1 terminals that are Low Band and High Band capable and fully compliant with SF1 Top Level Requirements (TLR) version 1.5. Required certifications include NSA Type Certification, Critical Program Information and Anti-Tamper Review, Equipment spectrum certification, and Airworthiness compliance. Manufacturing must adhere to IPC and ISO standards, Class 3 workmanship, and specific production controls. Work may require access up to TOP SECRET for data and spaces.
