Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for depot-wide minor construction, repairs, maintenance, alterations, emergency services, and renovations at Tobyhanna Army Depot (TYAD).

• The contract is for non-personal services, requiring the contractor to provide labor, equipment, tools, materials, supervision, and transportation.

• Work includes, but is not limited to, depot-wide minor construction, repairs, maintenance alterations, emergency services, and/or renovations.

• All work and services under this contract must be completed in accordance with schedules established in each task order (TO).

• Contractors must have the capability of providing a 24-hour response when necessary to support ongoing task orders, even if not explicitly stated in the TO.

• The contract ordering period is for five (5) years, beginning September 2026 through September 2031.

• The place of performance is Tobyhanna Army Depot, 11 HAP ARNOLD BOULEVARD, TOBYHANNA, PA 18466.

• Individual task orders will have their own performance periods, which may be adjusted for performance of options.

• Awardees must comply with the Tobyhanna Army Depot (TYAD) Installation Design Guide (IDG) Master Spec Combo 179152IDG, incorporated into this SOW.

• Detailed specifications for individual task orders will be submitted as part of the design submission.

• For design-build projects, the TO will reference applicable specifications in the TYAD Master Specifications. If a specification section needs tailoring, it will be included in the individual TO.

• For design-bid-build projects, the TO will reference applicable specifications included in the TYAD Master Specifications.

• The TYAD IDG Master Spec Combo 179152IDG will be utilized for all TYAD task orders associated with this MATOC IDIQ.

• A Notice to Proceed (NTP) will be issued after MATOC award, TO award, and acceptance/approval of bonds and insurance.
