The United States Marine Corps (USMC), specifically Marine Corps Systems Command (MCSC), Program Manager Combat Support Systems (PM CSS), and Product Manager Combat Service Support Equipment (PdM CSSE), has issued a Sources Sought / Request for Information (RFI) to identify potential vendors capable of developing a Multispectral Camouflage Overgarment (MCO). This MCO is intended to provide signature management for Marines across visual (VIS), near-infrared (NIR), short-wave infrared (SWIR), mid-wave infrared (MWIR), and long-wave infrared (LWIR) spectrums. Scope of Work
The MCO must provide multispectral concealment and thermal signature suppression. Key requirements include:
- Operational Use: Minimum 90 days (Tactical) / 365 days (Operational) with a shelf life of 3-5 years.
- Durability: Maintain functionality through 25-50 laundering cycles.
- Environmental Capability: Operate in diverse climates (-40 to 140°F), including polar, humid, dry, and maritime environments.
- Compatibility: Must be compatible with Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) protection clothing and equipment.
- Form: Single-piece, generously-sized draped design for full-body coverage over existing gear, don/doff within 15 seconds, and linkable.
- Weight: Less than 3.5 pounds (Tactical) / less than 2.0 pounds (Operational).
- Fit: Accommodate 2nd percentile female to 98th percentile male Marines with combat equipment.
Contract Details
This is an RFI for information and planning purposes only and does not constitute a solicitation (IFB, RFP, or RFQ). The Government will not pay for response costs. Initial delivery orders for 13,000 units are anticipated in FY27 for Initial Operational Capability (IOC), with Full Operational Capability (FOC) of 61,222 units by FY30. The MCO is expected to transition to a program of record in FY31. Anticipated lead time for delivery is 25 weeks/5 months.
Submission & Evaluation
Interested parties should submit responses via email to Ms. Ebony King at ebony.king@usmc.mil. Responses must include:
- Section 1 (one page): Administrative information (POC, business type, UEI/CAGE, recommended contracting strategy, facility security clearance, GSA Schedule info, current DoD contracts).
- Section 2: Details on products and services related to the MCO's Function, Form, and Fit.
A Draft Performance Specification (PSPEC) is available upon request after completing and submitting an MCSC Non-Disclosure Agreement (Attachment 1). Questions for clarification must be emailed to Ebony King by April 2, 2026, 5:00 p.m. EST; verbal questions will not be accepted. An unattributed Q&A list will be published.
