Quick Summary
The U.S. Marine Corps (USMC) is conducting a Sources Sought / Request for Information (RFI) to identify vendors capable of developing a Multispectral Camouflage Overgarment (MCO). This MCO will provide individual signature management for Marines across multiple spectrums (VIS, NIR, SWIR, MWIR, LWIR) and suppress thermal signatures. Scope of Work
The MCO must provide multispectral concealment and thermal signature suppression. Key requirements include:
- Functionality: Mitigate detection across visual, near-infrared, short-wave infrared, mid-wave infrared, and long-wave infrared spectrums.
- Durability: Minimum 90 days (Tactical) / 365 days (Operational) use, with 25/50 laundering cycles.
- Environmental: Operate in temperatures from -40 to 140°F and various climates (polar, humid, dry, maritime).
- Compatibility: With Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) protection clothing.
- Form: Single-piece, generously-sized draped design for full-body coverage over existing gear, donned/doffed within 15 seconds, and linkable.
- Weight: Less than 3.5 lbs (Tactical) / less than 2.0 lbs (Operational).
- Fit: Accommodate 2nd percentile female to 98th percentile male Marines with combat equipment. Initial Operational Capability (IOC) of 13,000 units is anticipated in FY27, with Full Operational Capability (FOC) of 61,222 by FY30. The MCO will transition to a sustained program of record in FY31.

Submission & Evaluation
Interested parties must submit a white paper via email to Ms. Ebony King (ebony.king@usmc.mil). The white paper should be limited to two sections:
- Administrative information (POC, business type, UEI, CAGE code, recommended contracting strategy, facility security clearance, FSS/GSA information, and current DoD contracts).
- Details on products/services related to the MCO, referencing Function, Form, and Fit. A Draft Performance Specification (PSPEC) and the full Questions & Answers document are available upon request after completing and submitting an MCSC Non-Disclosure Agreement (NDA) to Ebony King and Shanna Laging (shanna.laging@usmc.mil). This RFI is for planning purposes only and does not constitute a solicitation or commit the Government to a contract.
