Evaluation & Submission
Proposals will undergo a comparative evaluation based on Technical Capability, Past Performance, and Price. Offerors must be registered in the System for Award Management (SAM). Bidders are required to complete "Attachment D.2 Past Performance References" to detail their relevant experience. Site Visit & Additional Requirements
