Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a Music Coordinator for contemporary Protestant worship services utilizing a Praise Band at Marine Corps Base Hawaii (MCBH), Kaneohe Bay.

• Serve as music coordinator for one Protestant Community Praise and Worship Service per week (approximately one hour each).

• Lead a weekly Praise Band rehearsal (one hour session per week).

• Select appropriate music in consultation with the Designated Government Representative (DGR).

• Recruit and train vocalists and instrumentalists for the Praise Band (ideally including guitar, bass, drums, keyboard, and singers).

• Coordinate logistical matters for worship music, including sound checks and volunteer management.

• Provide suitable substitutes for services, ensuring they meet minimum performance requirements.

• Plan and deliver services for special occasions as needed (e.g., religious holidays, seasonal services).

• Provide a proposed music plan in PowerPoint format weekly.

• Lead Praise Band in Weekly Service: One (1) one-hour worship service per week, with 95% Acceptable Quality Level (AQL), monitored via in-person inspection.

• Rehearsal Services: One (1) one-hour rehearsal session per week, with 95% AQL, monitored via in-person inspection.

• Period of Performance: Basic Period (May 3, 2026 - May 2, 2027) with four Option Periods extending through May 2, 2031.

• Place of Performance: MCBH Chapel, Building 6677, Kaneohe Bay, Hawaii, and potentially other approved facilities within MCBH.

• Government will provide meeting space, musical instruments (acoustic guitar, piano, keyboard, bass guitar, drumset), and sound equipment.

• Contractor shall provide all labor.

• Contractor personnel must comply with all MCBH security requirements, including background checks and base access procedures (DBIDS).

• Only U.S. Citizens or Permanent Resident Aliens are eligible to perform work.

• Contractor employees must be readily identifiable (e.g., nametags, uniforms).

• Contractor must comply with safety, drug-free workplace, and smoking/alcohol policies.

• Contractor must report accidents and security incidents.

• Contractor must comply with Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) requirements.

• Consequences for lack of performance include possible early termination of the contract.

• The evaluation will be based on Technical Capability, Price, and Past Performance. Technical Capability is the most important factor, followed by Price, and then Past Performance.

• The government will award to the responsible offeror whose offer is most advantageous, considering price and other factors.

• The government intends to award without discussions, so offerors should submit their best terms.

• The acquisition is set aside for "Small Business."

• The solicitation includes provisions for price evaluation preference for HUBZone Small Business Concerns.

• Offerors must be registered in the System for Award Management (SAM).

• Quotes must include unit prices and extended prices for CLINs 0001, 1001, 2001, 3001, and 4001.

• The offeror's quote must demonstrate optimal capability and include music coordinator experience or education.
