Submission & Evaluation
- Proposal Due: February 25, 2026, 12:00 PM Eastern.
- Submission Method: Electronically via the PIEE Solicitation Manager Module. Subcontractors may submit unsanitized packages directly to the Contracting Specialist and create separate PIEE submissions.
- Evaluation Factors: Proposals will be evaluated on Factor A (Technical Understanding), focusing on technical understanding, innovative approaches, efficiency, risk mitigation, and emerging technologies (per Provision L-317), and Factor B (Cost/Price). Award will be made to the technically superior offeror with a fair and reasonable price, with no tradeoff between non-cost factors and cost/price.
- Oral Presentations: Will be conducted via Teams. Offerors will have 15 minutes to prepare for the on-the-spot scenario (Element A4). Only three individuals proposed for labor categories can present.
- Pricing: A minimum rate of $27.63 per hour is specified for most IT computer-related categories. An annual labor escalation rate of at least 3.0% is required for SCLS labor categories. Professional labor categories require a proposed escalation rate with supporting rationale. The Subcontract Pricing Model must be delivered in Excel format.
