Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for refurbishing the parking lot and site at the Myrtle Beach ATCT (MYR ATCT) facility in Myrtle Beach, South Carolina. The project aims to address safety hazards, drainage deficiencies, and structural failures caused by deterioration due to weather exposure and vehicular use.

• Pressure wash and clean existing concrete hardscapes (curbs, gutters, drainage flumes, pads, wheel stops, sidewalks).

• Mill and remove 2" of existing asphalt at the facility entrance road, then prepare and place new 2" bitumen asphalt.

• Extend existing parking areas, involving vegetation removal, excavation, subgrade preparation, placement of 4" compacted base course, prime coat, 1.5" bituminous intermediate course, bituminous tack coat, and 1.5" bituminous surface course.

• Clean and prepare parking lot asphalt surfaces for seal coat application, including treating oil and grease spots.

• Repair, seal, and patch existing cracks and soft spots in asphalt parking surfaces.

• Apply a two-coat parking lot seal coat system.

• Apply parking lot striping using fast-drying 100% acrylic traffic paint.

• Remove and replace twenty (20) damaged precast concrete wheel stops.

• Remove vegetation and install 4" thick stone/graded aggregate over geotextile and compacted subgrade.

• Remove and replace existing damaged concrete hardscapes, forming and pouring new concrete sidewalks.

• Excavate, remove debris, and prepare area for new motorcycle parking, then form and pour new concrete motorcycle parking pads.

• Raise existing cable vault lids by removing existing timbers and installing pre-formed or pre-cast concrete vault extension rings.

• Replace existing aluminum canopies at the side entry door and E/G door with larger canopies including integrated drainage systems.

• Provide and install two (2) new prefabricated concrete Diffuser/splashpads to prevent erosion at the fire pump drain and downspout.

• Replace the rotten front façade of a small building, including installing new commercial grade, pre-hung steel double security doors.

• Remove and replace six (6) existing wall pack light fixtures with new commercial grade LED fixtures.

• Project Location: MYR ATCT, Myrtle Beach International Airport, 3242 Tower Street, Myrtle Beach, SC 29577.

• All work must comply with FAA Operational Risk Management Program (ORMP), OSHA regulations, and FAA Environmental, Occupational Safety, and Health (EOSH) standards.

• Contractor must provide a detailed project schedule and a plan illustrating work phasing to ensure facility operations and personnel access are maintained.

• Contractor must maintain a clean site and remove temporary equipment if obstructing operations.

• Contractor must coordinate mobilization and staging with onsite FAA personnel.

• Contractor must provide sanitary conveniences for workers.

• Safety Data Sheets (SDS) for all materials must be provided for FAA review and approval.

• Standard work schedule is Monday-Friday, 7:00 AM - 4:30 PM local, excluding Federal Holidays. Work outside standard hours requires advance approval.

• A pre-bid conference may be scheduled for site surveys and to review the scope of work. Vendors may submit Pre-Bid Requests for Information (RFIs).

• FAA will provide escort services and onsite access. FAA will provide facilities representative oversight.

• FAA will review submittals for plans, schedule, product data sheets, and safety data sheets.

• Initial deliverables include electronic .pdf copies of the project schedule, work phasing plan, submittals (shop drawings, details, product data sheets, SDS).

• FAA Maintenance Moratoriums are imposed annually; coordination is required.

• Special precautions and safety measures are required due to the facility's critical nature for Air Traffic Control.

• Contractor is responsible for all supplies and equipment. FAA is not responsible for shipping or receiving materials.

• Materials must be protected and maintained in like new condition.

• Temporary storage of materials must be coordinated with FAA personnel.

• Contractor must warranty material and workmanship for one year from final project acceptance.

• Construction schedule and work plan must be submitted within 15 calendar days of contract award. Notice to Proceed (NTP) will not be issued until approved.

Solicitation / RFP / RFQ

This solicitation is for the "MYR ATCT Refurbish Parking Lot" project. The estimated value is between $250,000 and $500,000.

• Refurbishment of the parking lot at MYR ATCT.

• The Statement of Work (SOW) is detailed in Attachment J.1.

• The contractor shall furnish all labor, tools, materials, equipment, transportation, and supplies necessary to complete the work.

• Special requirements include adherence to emergency situation procedures and potentially handling of friable asbestos material.

• Contract Type: Firm Fixed Price.

• Period of Performance: 60 days after Notice to Proceed.

• Small Business Size Standard: Annual average receipts cannot exceed $19M.

• A proposal guarantee of 20% of the proposal price is required.
