Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Geological Survey (USGS) requires the replacement of existing hydronic boilers and the installation of new standard efficiency boilers and all associated appurtenances at the Upper Midwest Environmental Sciences Center (UMESC) in La Crosse, Wisconsin.

• Provide all equipment, labor, travel, and materials necessary to replace three existing 3,000,000 BTU/hr non-condensing hot water boilers that have reached the end of their useful life.

• Install new standard efficiency boilers that meet or exceed the specifications of the existing boilers, including a 3:1 turndown capacity and compatibility with the existing Building Automation System (BAS).

• Complete all required changes to new boiler venting, piping, electrical connections, and controls.

• Connect new boiler controls to the existing Automated Logic Webctrl BAS, ensuring specific points are hard-wired and viewable/configurable from the BAS.

• Demolish and remove the three existing boilers.

• Confirm existing boiler loop pumps conform to new boiler requirements; replace if necessary.

• Install electric vent stack dampers on each boiler, interlocked with the boiler start command.

• Utilize existing power feeds and ensure compatibility with existing electrical conditions.

• Perform all installation work in accordance with manufacturer's guidelines and applicable codes.

• New boilers must meet or exceed specifications of existing boilers.

• System must be fully installed and operational upon completion.

• Startup and checkout of new boilers must be performed by a technician with at least 3 years of experience.

• Place of Performance: UMESC, 2630 Fanta Reed Rd. La Crosse, WI, Segment C Boiler Room.

• Period of Performance: 120 days from the Notice to Proceed.

• Contractor shall submit proposed system layout and a draft design/work schedule for approval prior to construction.

• Work shall be performed during regularly scheduled facility hours (7:30 am - 4 pm, Mon. - Fri.), with potential for after-hours/weekend work if coordinated and authorized.

• Contractor must coordinate work with the USGS Technical Liaison (TL) to avoid disruption to facility research equipment or studies.

• Contractor is responsible for any damage to existing equipment or negative impacts on research.

• Contractor shall maintain a minimum of $1,000,000 in liability insurance.

• Closeout documentation includes boiler combustion reports, scaled plans, operation and maintenance manuals, and drawings in AUTOCAD 2019 format.

• Contractor shall warranty all workmanship for a minimum of 12 months from the date of Government acceptance.

This solicitation is for the "FY26 Hydronic Boilers SOW" which involves the replacement and installation of hydronic boilers at the USGS Upper Midwest Environmental Science Center in La Crosse, WI. The acquisition is being conducted as a Total Small Business Set-Aside.

• Removal of decommissioned hydronic boilers.
