This is a pre-solicitation announcement for the "Replace Morgue Cooler" project located at the San Francisco VA Health Care System, 4150 Clement Street, San Francisco, CA 94121. Statement of Work (SOW)

To replace existing air handler and associated air-cooled condensing unit for the Morgue HVAC system at the San Francisco VA Medical Center.

• Direct replacement of existing air handler and air-cooled condensing unit.

• Work area includes the south portion of Building 203 roof and the dock area.

• Sequence of operations and control devices (BAS and FA systems) are anticipated for reuse.

• Contractor must develop coordination drawings and any engineered details for modifications.

• Contractor to provide mark-ups of roof plans showing revisions.

• Factory start-up and testing documentation is required.

• Testing and balancing to determine static pressure and volume at operating speeds.

• Provide Operations and Maintenance Manuals.

• Warranty: 1 year from date of completion.

• Government review time for submitted documentation: 10 calendar days.

• Actual performance of work from disconnection to factory start-up shall not exceed two weeks.

• Period of Performance: 240 Days.

• Place of Performance: San Francisco VA Medical Center, 4150 Clement St., San Francisco, CA 94121.

• Contractor must possess EPA 608 Certification.

• Interior work limited to disconnection and charging of utilities; no energized work.

• Government will lead Lock-Out Tag-Out (LOTO); contractor will place redundant locks.

• Government will recover refrigerant prior to removal.

• Horizontal configuration for the air handling unit is preferred due to improved maintainability, and a cost increase may be warranted.

• Contractor to provide a rough estimate of cost difference between options prior to procurement.

• Assumed equipment lead time is not more than 120 days; no-cost time extension may be granted if lead times exceed this.

• Planned outage dates must be provided to the government not less than 20 days before work is performed.

• No laydown area will be provided; government will facilitate coordination of space for crane placement and truck hauling.
