Statement of Work (SOW) / Performance Work Statement (PWS)

To provide one (01) 100kW Diesel Generator (DG) to serve as a component of an emergency power supply system (EPSS) for primary and/or standby backup power at the Puget Sound Naval Shipyard. The expected run time for the rented DG is less than 20 hours in a calendar year.

• Provide a self-contained DG system capable of supplying electrical power with minimum ratings of 100kW at 480VAC 3-phase.

• The DG's neutral bus must be isolated from the ground and components must be labeled by a Nationally Recognized Testing Laboratory (NRTL).

• The DG must be equipped with a main output circuit breaker rated for a minimum of 200 Amperes at 480VAC.

• Output bus bars must accommodate multiple Stranded 4 AWG type W cables per phase.

• The DG must have local electrical start features, initiate diesel start, and assume the rated electrical load within ten seconds.

• Provide maintenance-free starting batteries and a float-type battery charger.

• Provide a water jacket heater fed from an external 120VAC source.

• Include a non-resettable hour meter to indicate total engine run time.

• Integrate a fuel tank compliant with UL 142, meeting NFPA 30 requirements, sized for 16 hours of full load run time, and capable of being refueled while the engine is operating.

• Equip the DG with battery-powered control and indication for control, alarms, visual indication, and automatic shutdown.

• Provide visual and audible alarms for conditions such as low oil pressure, low coolant temperature, low fuel level, over-speed, emergency stop, low battery voltage, and battery charger AC failure.

• Provide indication for output voltage, output current, output frequency, output power, fuel level, starting battery voltage, oil pressure, and coolant temperature.

• The DG must have automatic shutdown capability for various failure conditions.

• House all components within a NEMA 3R ISO enclosure with specific lifting and containment features.

• Remove contaminants from electrical enclosures and bus work.

• Replace air and fuel filters, and worn hoses and belts.

• Perform a load test of the DG to 80% of full load for one hour.

• Supply an on-call (24/7) manufacturer's technical representative or certified mechanic for assistance, with a 4-hour determination for repair/replacement and 48-hour repair/replacement window.

• Provide technical documentation (Operation and Maintenance manuals) and proof of EPA off-road certification.

• Conduct one hour of on-site familiarization training upon delivery.

• DG must reliably supply electrical power.

• DG must start and assume load within ten seconds.

• Fuel tank must provide 16 hours of full load run time.

• Repairs or replacements must be completed within 48 hours.

• Alarms and shutdown capabilities must function as specified.

• Place of Performance: Puget Sound Naval Shipyard.

• Hours of Operation: Monday through Friday, 0800-1600, excluding Federal holidays, unless Government facility is closed.

• Security Requirements: Contractor personnel must comply with all current badging and security procedure requirements for gaining access to Department of Defense (DoD) Installations/Government Sites. This includes obtaining badges via the Visitor Control Center (VCC) and potentially enrolling in the Defense Biometric Identification System (DBIDS).

• Identification: Specific forms of identification are authorized for access. Contractor employees require an individual identification badge and one of the listed credentials.

• Background Checks: Required for access, with adjudication and waiver processes outlined.

• U.S. Citizenship: Required for unescorted access to certain spaces.

• Applicable Publications: Compliance with 40 CFR 63 Subpart ZZZZ, NFPA 70, and NFPA 110 is required.

• Statutory Authority: FAR 13.601-1(b), FAR 13.501(a)(1), and 41 U.S.C. 1901.
• Market Research: Conducted from November 1-18, 2025, involving five vendors. Only LINDE met all requirements, including emergency delivery capability and SAM registration, while also providing the lowest quote.
