Purpose & Scope
This Sources Sought aims to identify qualified sources capable of manufacturing the iMBP, which is designed to protect against specific 5.56mm and 7.62mm rifle threats when used with the Maritime Armor System (MAS) or Naval Security Forces (NSF) Tactical Vest. The iMBP must be neutrally buoyant, multi-curve, hard armor plates, available in six sizes (XS, SS, S, M, L, XL). This is not a Request for Competitive Proposals.
Key Requirements
The contractor will be required to fabricate and deliver iMBPs adhering to the Purchase Description NQ/PD 26-01. Key requirements include:
- Construction: Materials must mitigate spall, increase durability, and prevent environmental deterioration. Covers must be uniform and free of defects.
- Performance: Must withstand drops, resist weather, extreme temperatures, fluids (JP-8, oil, salt water), altitude, and temperature shock. Must be neutrally buoyant.
- Ballistic Performance: Specifies V50 ballistic limit, V0 ballistic resistance, back face deformation, and shatter gap resistance.
- Testing: First Article Test (FAT) and Lot Acceptance Testing (LAT) are required. The Government will conduct the initial FAT; subsequent FATs due to failure are contractor-funded.
- Warranty: A five-year warranty for workmanship, materials, design, and performance is required.
