Quick Summary
The Department of the Navy, Naval Surface Warfare Center (NSWC PCD), is conducting a Sources Sought market survey (N6133126SNQ31) to identify qualified manufacturers for the Improved Maritime Ballistic Plate (IMBP). This critical safety item provides ballistic protection against rifle threats for U.S. Naval personnel during Law Enforcement and Antiterrorism duties in both land and maritime environments. Responses will inform the Government's acquisition strategy.
Purpose & Scope
This is a market survey, not a request for competitive proposals, to identify industry capabilities for producing the iMBP. The iMBP is designed to protect against specific 5.56mm and 7.62mm rifle rounds when used with the Maritime Armor System (MAS) or Naval Security Forces (NSF) Tactical Vest. Key requirements include fabrication and delivery of iMBPs in six sizes (X-Small to X-Large), adherence to Purchase Description NQ/PD 26-01, and use of commercial products where feasible. The plates must be neutrally buoyant, multi-curve, hard armor, and easily insertable. They must meet stringent durability, environmental resistance (weather, temperature extremes, fluids, altitude), and ballistic performance standards (V50, V0, Back Face Deformation, shatter gap).
Performance & Quality Requirements
Manufacturers must demonstrate capabilities for First Article Testing (FAT) and Lot Acceptance Testing (LAT), with the Government conducting initial FAT. A five-year warranty for workmanship, materials, and design is required. Contractors must maintain robust Configuration Management (CM) processes for raw materials, production, and traceability, and provide comprehensive technical and support documentation, including Contract Status Reports and Material Safety Data Sheets. Access to classified information up to SECRET level and handling of Controlled Unclassified Information (CUI) may be required.
Submission Requirements
Interested sources should submit written responses, limited to 10 single-spaced pages (12pt Times New Roman). Submissions must include:
- Company Profile: Name, address, POC, SBA classification, employee count, Cage Code, DUNS, NAICS (339999 – All Other Miscellaneous Manufacturing, 550 employee size standard), major products, customer base, ownership details. If partnering, describe partner capabilities and roles.
- Capabilities Statement: Outline how iMBP requirements will be met.
- Past Performance: Contract numbers for similar work, description of experience, and any CPARS ratings.
- Other Information: Any additional data to aid the Government.
Key Dates & Contacts
- Response Deadline: May 22, 2026, 04:00 pm CDT/CST (5:00 PM EDT).
- Submit to: Jacob Gabreleski (jacob.j.gabreleski.civ@us.navy.mil) and Courtney Henslee (Courtney.i.henslee.civ@us.navy.mil).
