Sources Sought Notice

This Sources Sought Notice is issued by the Naval Air Warfare Center Training System Division (NAWCTSD) to identify potential small business sources for the procurement of Commercial Off-The-Shelf (COTS) spare parts for the Naval Aviation Distributed Training (NADMT) program. The NADMT program aims to integrate the Joint Simulation Environment (JSE) with CVW platforms by upgrading computer hardware and monitors. This is a low-risk update that will not impact the training curriculum.

• Procurement and delivery of specified COTS spare parts (detailed in an attached parts list).

• Delivery to a specified location in San Diego, CA.

• Shipment must be made in a single, consolidated delivery.

• Shipment tracking details must be provided beforehand.

• Anticipated Request for Quote (RFQ) release: May 2026.

• Anticipated Award: May 2026.

• Required Delivery Date: No Later Than September 15, 2026.

• The effort is anticipated to be competed under FAR Part 12.

• This is for market research and acquisition planning purposes only; it is not a Request for Proposal.

• Interested sources must provide information about their firm, including SAM.gov registration details, NAICS code, size standard, socio-economic status, and interest in prime or subcontracting roles.

• Small businesses interested in priming the effort and utilizing "similarly situated entities" must identify these partners, their CAGE code, size status, and approximate workshare.

• Respondents must detail their capabilities to meet the requirement, including historical contracts similar in scope.

• Written technical capabilities must be submitted via email by April 27, 2026, no later than 1700 EST.

• Submissions are limited to FOUR (4) pages and must be in Microsoft Word format.

• Applicable NAICS code: 334111 (Electronic Computer Manufacturing) with a small business size standard of 1,250 employees.

• PSC code: 6910 (Training Aids).

• Responses will be used to determine if the requirement can be fulfilled as a small business set-aside.

• Specific questions regarding the Nonmanufacturer Rule (NMR) and Limitations on Subcontracting are included for small businesses.

• This notice is for informational purposes only and does not constitute a commitment to award a contract.

• All interested parties must maintain an "ACTIVE" SAM registration to be eligible for award.
