Statement of Work (SOW) / Performance Work Statement (PWS)

To provide experienced, qualified, and professionally certified gymnastics instructors/coaches for youth programs (YP) at the 86th Force Support Squadron (FSS) on Ramstein Air Base. The goal is to conduct youth gymnastics classes across a range of skill levels.

• Provide experienced, qualified, and certified gymnastics instructors/coaches.

• Conduct youth gymnastics classes for ages 18 months to 18 years.

• Classes will have a minimum of five (5) and a maximum of fifteen (15) participants.

• Classes will be held during Youth Programs Center operating hours, with schedules coordinated between the Contractor Representative (CR) and the Youth Program Representative (YPR).

• The Contractor is responsible for instructor background checks, training, and certifications.

• Instructors must be able to communicate clearly and effectively in English.

• Post-use cleanliness of government-owned YP equipment and areas is required.

• Instructors must teach safety precautions, injury prevention, and proper techniques.

• Instructors must maintain current certifications and completed favorable background checks.

• Annual training, including CPR/AED and Basic First Aid, must be maintained.

• Performance will be evaluated based on Service Summary Items (SSI), with a target of no more than 3 valid customer complaints per month for instructors.

• Classes are scheduled to be held on Ramstein Air Base, building 1023, Youth Programs Instructional building.

• Class schedules will be established in coordination with the YPR and CR.

• No classes will be held on U.S. Federal holidays or approved Family Days.

• Class periods will be 45, 60, or 90 minutes, as mutually scheduled.

• Summer months (June-August) have no classes scheduled.

• Instructors must be at least 18 years old and pass background checks at the Contractor's expense.

• Instructors must have a minimum of three (3) years of instructional experience or equivalent education/experience.

• The Contractor must maintain a minimum of $2,000,000 in business liability insurance.

• The Contractor shall not advertise for contracted activities on the installation.

• Payment is only for services rendered and verified; no payment for instructor no-shows.

• The YP will provide the gymnastics facility and standard equipment; the Contractor is responsible for ensuring equipment is in good repair and for cleaning it after use.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for non-personal child gymnastics instructional classes to be provided to the 86th Force Support Squadron (FSS) Youth Program at Ramstein Air Base (RAB), Germany. The services are in support of Non-Appropriated Fund Instrumentality (NAFI) operations.

• Provide experienced, qualified, and professionally certified gymnastics instructors/coaches for youth.

• Classes are to be provided for the period of 13 January 2026 through 12 January 2027, with yearly options to extend through 12 January 2031.

• The contract will be a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract.

• Task orders are anticipated to be issued annually based on required class quantities.

• Contract Type: Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ).

• Period of Performance: 13 January 2026 – 12 January 2027, with five (5) one-year options to extend through 12 January 2031.

• Currency: All offers must be in USD.

• Quotation Submission Deadline: 1400 Central European Time (CET) on 16 December 2025.

• Award Basis: Lowest Price, Technically Acceptable (LPTA).

• Evaluation Process: Quotes will be ranked by Total Evaluated Price (TEP). The two lowest priced quotes will be evaluated for technical acceptability. Award will be made to the lowest priced offeror deemed technically acceptable.

• Required Submissions: Pricing Schedule, Technical Capability Statement (7 pages max, including Past/Present Experience and Management Approach), and SAM UEI/CAGE numbers.

• This is a Non-Appropriated Fund (NAF) purchase.

• Offers must be in English.

• Business registration copy is required.

• Attachments include: Performance Work Statement (PWS), Pricing Schedule, NAF Standard Clauses, and Past and Present Experience Sheet.

• The government may award without discussions.
