This document is a solicitation for "Quarterly Floor Cleaning" services at the Willamette National Cemetery. The government is seeking to procure these services to maintain a dignified and professional environment.

• Quarterly Hard Floor Maintenance: Includes cleaning, scrubbing, stripping, sealing, waxing, and polishing of ceramic tile floors. Tasks also involve moving and returning furniture.

• Quarterly Carpet Restorative Cleaning: Deep cleaning of carpets to remove embedded soil, including effective techniques for soil suspension, extraction, and drying. Furniture will be moved and returned.

• Frequency: Services are to be performed quarterly in February, May, August, and November.

• Performance Standards: Carpets must be vacuumed, shampooed/extracted, and free of stains, spots, and odors. Floors must be thoroughly cleaned and free of dirt, stains, and buildup. Buffed floors must have a uniform shine without streaks or haze. 95% of carpeted areas and 95% of tile floor surfaces must meet standards.

• Environmental and Green Cleaning Standards: Use of Green Seal or EPA Safer Choice certified cleaning products is required. Knowledge of wastewater disposal regulations is necessary.

• Special Qualifications: Industry certifications (IICRC or equivalent), OSHA 10/30 training, minimum 3 years of experience in large-scale commercial/government facilities, and demonstrated expertise in carpet extraction and floor buffing are required.

• Contract Type: Firm-fixed price.

• Period of Performance: One (1) Base Year (12 months) and two (2) 12-month option years.

Performance Work Statement (PWS)

To ensure the professional cleaning and maintenance of flooring at Willamette National Cemetery, preserving a dignified and respectful environment. The services aim to enhance appearance, preserve flooring condition, promote health and sanitation, and ensure consistency and reliability.

• Provide quarterly carpet cleaning and quarterly buffing/cleaning of tile flooring in designated buildings and facilities.

• Services include removing dirt, stains, odors, and buildup to extend the longevity of carpet and tile flooring.

• Work is to be performed in February, May, August, and November, between the hours of 8:00 AM - 4:30 PM on Saturdays, excluding Federal holidays or government facility closures.

• Carpet Cleaning: Carpets must be vacuumed, shampooed/extracted, and free of visible stains, spots, and odors, with no detergent residue. 95% of carpeted areas must be cleaned to standard each service.

• Tile Floor Cleaning: Floors must be thoroughly cleaned, free of dirt, stains, and buildup. 95% of tile floor surfaces must meet the standard.

• Tile Floor Buffing: Floors must be machine buffed to a uniform shine, with no streaks, haze, or standing water. 95% of tile floor surfaces must meet the standard.

• Safety & Environmental Compliance: Wet floor signage must be posted; chemicals must be non-toxic and EPA-compliant. 100% compliance is required.

• Timeliness: Services must be completed within the scheduled window without disrupting cemetery operations. 100% adherence to the approved schedule.

• Period: One (1) Base Year of 12 months, with two (2) 12-month option years.

• Place: Willamette National Cemetery, 11800 SE Mt. Scott Blvd, Portland, OR 97086-6937.

• Contract Type: Firm Fixed Price.

• Quality Control: Contractor must develop and maintain an effective Quality Control Program (QCP) and submit it within 10 days of award.

• Certifications: Industry certifications (IICRC or equivalent), OSHA 10/30 Safety Training for all staff.

• Experience: Minimum 3 years of verifiable experience in large-scale commercial or government facilities.

• Equipment/Materials: Use of commercial-grade equipment and environmentally safe cleaning products (Green Seal or EPA Safer Choice certified).

• Personnel: Staff must be background checked and trained in chemical handling and equipment operation.

• Key Personnel: Contract Manager, Site Supervisor, and Lead Floor Technician are required.

• Security: Contractor is responsible for safeguarding government equipment and property. Key control procedures must be implemented.

• Reporting: Submit a Quality Control Plan, Completion Reports, Service Schedules, and Incident Reports as specified.

Sources Sought Announcement

This is a Sources Sought Announcement for market research purposes to identify potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) capable of providing quarterly floor cleaning services at Willamette National Cemetery. This announcement is not a solicitation and does not obligate the Government to award a contract.

• Service-based contract for quarterly floor cleaning.

• Specific services include cleaning of Admin Office Bldg (bldg. 1001) and Field Employees Breakroom/Offices (bldg. 3005).
