This document is a solicitation for Well Water Testing Services at the National Memorial Cemetery of Arizona (NMCA). • Deliverables: Monthly and annual lab reports, chain-of-custody documentation, notification of exceedances within 24 hours, summary compliance reports, and a schedule of planned services.

• Type of Contract: Definitive quantity, firm-fixed price contract.

• Period of Performance: One twelve-month base year plus four (4) twelve-month option years.

• Submission: Proposals are due by 10:00 AM CST on February 27, 2026, and must be submitted via email to Stacey.Lewallen@va.gov. Offerors must complete and return the SF 1449, Price Schedule, and acknowledge any amendments.

• Evaluation: Award will be made to the responsible offeror who offers the lowest price, which is found to be reasonable and technically acceptable. Technical capability will be evaluated based on experience, a reference for similar work, and required certifications (e.g., PWS Grade 1 Certification).

• The acquisition is a competitive solicitation.

This announcement is for market research purposes to identify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) capable of providing well water testing services for the National Memorial Cemetery of Arizona in Phoenix, AZ.

The required services include:

• Monthly water sampling and testing (CLIN 0001)
• Annual comprehensive panel testing (CLIN 0002)
• Administration and maintenance of data on AZSDWIS (CLIN 0003)

Statement of Work (SOW)

This Statement of Work (SOW) defines the requirements for monthly, bi-annual, and annual well water quality testing and reporting for the National Memorial Cemetery of Arizona (NMCA). The goal is to ensure compliance with state and federal drinking water and groundwater protection standards.

• Monthly Sampling & Testing (CLIN 001): Collect water samples for parameters including total coliform bacteria and residual chlorine. Perform repeat samples within 24 hours for positive results. Utilize an ADEQ-certified laboratory and submit reports to ADEQ and the cemetery.

• Annual Comprehensive Panel (CLIN 0002): Conduct full EPA Safe Drinking Water Act (SDWA) panel testing, including VOCs, heavy metals (lead, arsenic), pesticides/herbicides, Lead and Copper (5 routine samples), and Disinfection Byproducts (TTHM & HAA5).

• Data Maintenance (CLIN 0003): Maintain reports and recordkeeping on the AZ Safe Drinking Water Information System (AZSDWIS) database.

• Monthly sampling must be 100% performed on schedule.

• Annual panel analysis must be delivered within 5 days.

• AZSDWIS data must be maintained with all current reports.

• Notification of any exceedances must be provided within 24 hours.

• Period: Twelve-month base year plus four (4) twelve-month option years.

• Place: National Memorial Cemetery of Arizona, 2929 E. Pinnacle Peak Road, Phoenix, AZ 85024.

• Contractor must use an ADEQ-certified laboratory.

• Designated operator must hold a Public Water System (PWS) Grade 1 Certification from ADEQ.

• Work must be coordinated with the COR and minimize impact on cemetery operations.

• Contractors must adhere to cemetery hours (Monday-Friday, 7:00 am-3:30 pm, excluding federal holidays) and OSHA standards.

• Maintain a clean and safe work area, removing all waste upon completion.

• Repair any damage caused by negligence.

• No reserved parking is available; coordinate parking with the COR.
