Scope of Work
The selected contractor will be responsible for:
- Defining a comprehensive product specification and data structure for the NRN.
- Developing a conceptual model of the NRN, utilizing data from the Highway Performance Monitoring System (HPMS) and other secondary sources. This model must apply to all U.S. states, DC, and Puerto Rico.
- Creating documentation that outlines a spatial framework for geolocating features and attributes to support safety analysis, planning, freight analysis, conditions assessment, emergency response, asset management, and project locations.
- Establishing data validation criteria and network maintenance procedures for annual updates.
- Demonstrating the working conceptual model with pilot state data, with a preference for executable code and working demonstrations.
Contract Details
- Contract Type: Firm Fixed Price (FFP)
- Period of Performance: Twelve (12) months from the date of award, including an optional task.

- NAICS Code: 541370 (Surveying and Mapping), Size Standard $19.0 million.
- Key Clause: TAR Clause 1252.239-70, "Security Requirements for Unclassified Information Technology Resources (NOV 2022)," has been added.
Submission & Evaluation
- Submission Requirements: Quotations must include a Technical Quote, Price Quote, Past Performance information, and Organizational Information. Submissions must be electronic as Adobe (.pdf) files in a SINGLE email not exceeding 10 Megabytes, with Technical and Price Quotations in separate files.
- Page Limits: Technical Quotation is limited to 15 pages (excluding resumes, table of contents, and cover page). Price Quotation has no page limitation.
- Evaluation Factors: Technical Capability, Price, and Past Performance. Technical and Past Performance are considered more important than cost or price.
- Subcontracting: Prime contractors must perform at least 50% of the work, but subcontractor experience will be considered in evaluations.
- Deliverable Format: Deliverables must be in Google Docs, Sheets, or Slides, Microsoft Office, Adobe PDF, or applicable visualization software formats.

Additional Notes
Contractor personnel should possess specialized skills in data management, analytics, visualization, and mapping of roadway networks. Experience in "scenic byways projects or programs" is not mandatory if strong mapping, GIS, and outreach experience can compensate. All deliverables are Government-owned, and Section 508 standards apply to all ICT deliverables.
