Scope of Work
The objective is to develop a spatial framework to geolocate features and attributes supporting safety analysis, planning, freight analysis, conditions, emergency response, asset management, and project locations for all public roads in the United States. Key deliverables include:
- Defining a product specification and data structure for the NRN.
- Creating a conceptual model using data from the Highway Performance Monitoring System (HPMS) and other secondary sources.
- Developing documentation that defines data validation criteria and network maintenance procedures.
- Demonstrating the conceptual model with pilot states. Tasks involve meetings, NRN specification documentation, identifying data sources, creating the product specification and conceptual model, validation and enhancement, update procedures, and final reports. An optional task includes assisting FHWA with presentations.

Submission & Evaluation
Quotations must be submitted electronically as Adobe (.pdf) files in a single email not exceeding 10 Megabytes. Technical and Price Quotations must be in separate files.

- Evaluation Factors: Technical Capability, Price, and Past Performance. Technical and Past Performance are considered more important than cost or price.
Additional Notes
Contractors must have an active registration in SAM.gov. Personnel should possess specialized skills in data management, analytics, visualization, and mapping of roadway networks. The government will not supervise or control service providers. Travel costs for optional Task 8 are reimbursable up to $10,000. All deliverables are Government-owned, and Section 508 standards apply to all ICT deliverables.
