This amendment to the solicitation (RFQ HPPI260001PR) makes the following changes:

• Quotation Due Date Extended: The deadline for submitting quotations has been extended to February 24, 2026, at 4:00 p.m. ET.
• New Clause Added: TAR Clause 1252.239-70, "Security Requirements for Unclassified Information Technology Resources (NOV 2022)," has been added to the solicitation.

• The quotation due date has been modified.

• TAR Clause 1252.239-70 has been added.

• Bidders must note the new quotation due date.

• Bidders must review and comply with the newly added TAR Clause 1252.239-70 regarding security requirements for unclassified IT resources.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the National Road Network (NRN) conceptual model and related solicitation requirements.

• Technical Capability Experience: Demonstrated experience in "scenic byways projects or programs" is not mandatory; strong experience in mapping, GIS, and outreach can compensate.
• Data Availability: FHWA will not provide sample datasets from pilot states; geospatial data from the HPMS is publicly available.
• Conceptual Model Scope: The conceptual model should apply to all States, DC, and Puerto Rico, not just pilot states.
• Deliverable Format: Deliverables must be in Google Docs, Sheets, or Slides, Microsoft Office, Adobe PDF, or applicable visualization software formats. Contractors may use other tools internally.
• Subcontracting: Prime contractors must perform at least 50% of the work, but subcontractor experience can be considered in evaluations.
• Submission Deadline: The RFQ due date has been extended to February 24, 2026, at 4 PM ET.
• Public Roads Definition: A "public road" is defined as any road or street owned and maintained by a public authority and open to public travel, consistent with HPMS criteria.
• Data Sources: Extra sources beyond HPMS are expected to augment, not replace, HPMS features in the NRN.
• Demonstration Format: FHWA prefers executable code and working demonstrations built on pilot data over conceptual demonstrations.

This document clarifies key requirements, data availability, and submission details, impacting how vendors should prepare their technical capabilities, proposals, and understand the scope of work.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with FAR Part 12 and Part 13. It is an Open Market, Firm Fixed Price (FFP) Request for Quotation (RFQ) for the "National Road Network Project." The government is procuring services to define a product specification and create a conceptual model of the National Road Network (NRN).

• Define a product specification and data structure for the NRN.

• Create a conceptual model of the NRN using data from HPMS and other sources.

• Develop documentation including data specification, validation criteria, and update procedures.

• The project involves tasks such as meetings and coordination, NRN specification documentation, identifying data sources, creating the product specification and conceptual model, validation and enhancement, update procedures, and final reports.

• Optional task includes assisting FHWA with presentations.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Twelve (12) months from the date of award, including an optional task.

• Place of Performance: Contractor's facility.

• Hours of Operation: 8:00 a.m. – 5:00 p.m. Eastern Time, Monday through Friday, excluding Federal holidays.

• Quotations must include: Technical Quote, Price Quote, Past Performance information, and Organizational Information.

• Submission: Electronically as Adobe (.pdf) files in a SINGLE email not exceeding 10 Megabytes. Technical and Price Quotations must be in separate files.

• Technical Quotation: Limited to 15 pages (excluding resumes, table of contents, and cover page).

• Price Quotation: No page limitation.

• Evaluation Factors: Technical Capability, Price, and Past Performance. Technical and Past Performance are considered more important than cost or price.

• The government will not exercise supervision or control over the service providers.

• Contractor personnel shall possess specialized skills in data management, analytics, visualization, and mapping of roadway networks.

• Travel costs for optional Task 8 are reimbursable up to $10,000.

• All deliverables are Government-owned.

• Section 508 standards for accessibility apply to all ICT deliverables.
